New rules are being introduced into the continuous education system of Uzbekistan, according to which children from kindergartens, school students, university students, and teachers will undergo psychological diagnostics at least once a year. The purpose of this diagnosis is to determine who only requires simple observation and who needs assistance from a school psychologist or intensive specialist support.
These changes have been approved by the president and are aimed at strengthening the psychological service in all educational institutions. The program's implementation will be gradual: starting from the 2026/2027 academic year, it will be active in kindergartens and schools, and from 2027/2028, it will cover secondary vocational, professional, and higher education.
Diagnostic procedure mechanism
The diagnostics will be conducted by the Research Institute of Psychology using a specialized electronic platform. The resulting data will be analyzed using artificial intelligence, after which participants will be divided into three categories: 'psychologically stable,' 'requiring psychological support,' and 'requiring active psychological support.'
Those who need help will be assigned appropriate specialists. The educational institution's psychologist will work with the first group, while in more complex cases, a mentor psychologist from the relevant region will be involved.
Support and development of specialists
The resolution also provides for financial incentives for specialists. Psychologists engaged as instructors for cascading advanced training courses will receive a supplement of 20% of their basic salary during the training period. Additionally, 150 mentor psychologists who demonstrate the best results in maintaining psychological stability throughout the academic year will be awarded a one-time bonus equivalent to 20 minimum wage units.
Personnel of the psychological service are required to undergo advanced training every five years. A Research Institute of Psychology will be established at the Nizami National Pedagogical University. Starting January 1, 2027, laboratories dedicated to 'Digital Psychology and Artificial Intelligence,' 'Education Psychology and Psychological Service,' and 'Psychological Health and Prevention' will be launched at this institute. Previously, the Association of Psychologists of Uzbekistan began the certification process for specialists working in the private sector within the country.
