Report reveals issues with transferring ownership of used cars: costs can reach tenfold

According to the Vehicle Ownership Ease Index for 2026, published by a consumer rights organization and the industry startup community, the process of transferring vehicle ownership can cost more than ten times the legally established fees.

Total expenses, including agent services, vary: in some areas of Bihar they reach 13,000–14,000 rupees, in Tamil Nadu—7,000–8,000 rupees, and in Uttar Pradesh—5,000–8,000 rupees.

This report, prepared by Consumer Voice and IndiaTech based on the Central Motor Vehicles Rules, transport policies of 15 states, and interviews with car dealers, RTO agents, and vehicle owners, demonstrated a significant gap between the reforms initiated by the Centre and the actual implementation of these reforms on the ground.

The study showed that the lowest total cost for vehicle re-registration, including agent fees, is observed in Kerala (500–2,400 rupees), followed by Karnataka (2,000–2,500 rupees), Andhra Pradesh (3,000–3,500 rupees), and Delhi (3,000–3,600 rupees).

The time required to complete the transfer also varies greatly: in Andhra Pradesh and Telangana, it takes only a week, whereas in Uttar Pradesh, the process can drag on for more than a month.

The research analyzed ownership transfer procedures in 15 states covering over 85% of India's organized used car market. It was found that Andhra Pradesh, Kerala, Tamil Nadu, and Delhi are leaders in vehicle ownership ease, while Uttar Pradesh, Bihar, and West Bengal ranked last.

The report highlighted that unofficial costs, procedural inefficiencies, and reliance on intermediaries continue to increase the cost of vehicle ownership transfer. Nearly 100% of respondents stated that they had to rely on agents to complete the process. The document notes that 'reducing these hidden transaction costs will be crucial for improving accessibility, accelerating market formalization, and enhancing overall vehicle ownership ease.'

No state fell into the 'high ease' or 'excellent' categories; Andhra Pradesh, which ranked first, scored only 5.9 out of 10. Kerala received 5.7 points, while Tamil Nadu and Delhi scored 4.6 points. Rajasthan (4 points) and Haryana (3.9 points) were also in the lower half of the ranking, while West Bengal (2.6), Bihar (2.5), and Uttar Pradesh (2.5) finished at the bottom.

These data come against the backdrop of the rapid growth of India's used car market, which is projected to grow from $36.4 billion in 2025 to over $73.5 billion by 2030. This market has already surpassed new car sales in volume. However, fragmentation of rules at the state level, incomplete digitalization, and complex procedures continue to hinder the smooth transfer of vehicle ownership.

Furthermore, it was found that 39% of respondents reported delays in receiving registration certificates after completing the transfer, while 61.5% were unaware of the need to apply to the RTO before reaching the office. Up to 63% could not accurately estimate the total cost of completing the transfer, indicating widespread opacity in transaction fees.

Deadline for vehicle licensing fee payment in Tocantins is this Friday (30)

Vehicle owners whose license plates end in 3, 4, 5, 6, 7, 8, 9, and 0 have until this Friday, the 30th, to pay the annual licensing fee in the state of Tocantins. This deadline was established by the State Department of Traffic (Detran/TO).

Detran announced that there will be no in-person service on Friday (30) due to the optional holiday related to Public Servant Day, as stipulated by Decree No. 7.254. However, the services necessary for licensing remain accessible online.

For vehicles with plates ending in 1 and 2, the due date was September 30th. According to Detran/TO, the schedules are governed by Ordinance No. 26/2026, published in the State Official Gazette (DOE) No. 6,996, and comply with Resolution No. 110/2000 of the National Traffic Council (Contran).

How to make the payment

The cost of the licensing fee is R$ 79.83 for all types of vehicles. If the licensing is overdue, an additional fine charge of R$ 36.86 will be applied.

This licensing procedure is mandatory for the issuance of the electronic Vehicle Registration and Licensing Certificate (CRLV-e). Without payment of the corresponding fee, the driver is unable to obtain this document, which is essential for the vehicle's circulation and requires annual renewal.

Ministry of Transport proposes raising driving exam pass score and making some driver's license services free

The Ministry of Road Transport has put forward a proposal to raise the passing score for safe driving assessment from the current 60% to 75%. Furthermore, it is proposed to abolish fees for certain services related to driver's licenses issued through Aadhaar online authentication, as well as waive fees for changes to personal data such as name and address.

These proposed changes to driver's license acquisition rules aim to tighten assessment requirements and ensure seamless citizen access to licensing-related services. The draft notification, amending sections of the Central Transport Rules, published late Wednesday evening, is also intended to optimize online driver's license services, clarify acceptable documents for identity and residence verification, and establish processing times for data change applications.

According to the proposal, safe driving lessons must last at least thirty minutes. A higher qualification score of 70% is intended to make the assessment stricter. The draft also provides a clear procedure for online submission of driver's license data change applications, including name and address. Licensing authorities are obliged to approve or reject such applications within 15 days, providing justification for any refusal.

If an address change application remains unresolved for 30 days, it will be considered approved. The proposed rules also detail the documents that can be submitted as proof of age, identity, and residence. These documents include Aadhaar, passport, voter ID, recognized educational certificates, and birth certificates, among others. Electricity and household gas bills, no older than three months, are included in the list of documents confirming the address.

The proposal also includes a unified application form covering services such as license renewal, duplicate issuance, addition of vehicle classes, and personal data changes. Relevant applicant information will be electronically extracted from the SARATHI portal if available.

Under another proposed change, a vehicle class can be removed from the driver's license within seven days of submitting a request for its surrender. However, applicants who permanently opt out of a specific class will not be able to obtain learner's or driver's licenses for that class for one year.

The draft notification invites interested parties to submit objections and suggestions within 30 days of publication. These suggestions will only come into effect after final official notification.
