Uzbekistan plans to list shares of Uzbekistan Airways and SQB on IPO in 2027–2028

According to the Ministry of Economy and Finance, Uzbekistan intends to conduct an Initial Public Offering (IPO) of shares from five major companies in the National Investment Fund's portfolio between 2027 and 2028. Among these companies are Uzbekistan Airways and Uzpromstroybank (SQB).

Other enterprises included in the list are the National Electric Networks of Uzbekistan, Uzbekhydroenergo, and Uzbektelecom. These companies cover the aviation, energy, hydropower, telecommunications, and banking sectors. They are currently undergoing transformation processes and preparing for entry into international capital markets.

The National Investment Fund itself previously conducted an IPO on May 18, 2026. During the placement of 35.45% of shares on the London and Tashkent stock exchanges, $692 million was raised, of which over $660 million was directed to the state budget.

Demand for the fund's shares exceeded the supply by four times. International investors expressed interest amounting to over $2.9 billion, and demand on the Tashkent Stock Exchange reached 260 billion soums.

On October 14, the fund organized an Investors Day event in Tashkent, attended by over 250 foreign investors whose total assets exceeded $2.5 trillion. The Ministry reported that 40% of the participants were existing fund shareholders, and 60% were new investors.

On October 16 in Tashkent, Corporate Governance Day 2026 took place. Participants of this event identified six priority areas for improving corporate governance in companies within the fund's portfolio. These include ensuring high-quality financial reporting in accordance with International Financial Reporting Standards (IFRS), adhering to the corporate calendar, and reviewing key performance indicator systems. Long-term financial models, strengthening key corporate functions, and strategies to increase company value were also named as priorities.

Uzbekistan to launch international startup competition with $5 million prize fund

Uzbekistan plans to hold an international startup competition called 'Land of Startups' in April 2027. The total prize fund for the competition will be five million US dollars. Decision No. 593 of the Cabinet of Ministers was approved on October 28, 2026.

This competition will be held annually and is designed to attract foreign startup projects and founders to Uzbekistan, thereby accelerating technology transfer and transforming the country into a regional startup hub.

The adoption of this decision was made to implement Presidential Decree No. PP-59 dated February 11, 2026, which concerns 'Measures for creating a comprehensive ecosystem for supporting startups.'

The competition will cover five areas: artificial intelligence technologies; digital solutions for social sectors, including healthcare, education, and public services; financial technologies; creative industries; development of computer and mobile games; and business and industrial solutions.

Each of the 25 winning teams can receive up to $200,000 in investment from the venture fund at the IT Park Directorate. The allocation of funding will take place after the completion of the due diligence process.

Furthermore, this decision introduces changes to the operating rules of the IT Park. Specifically, the requirement for IT Park residents to integrate their automated accounting and measurement systems with the tax authorities' information systems has been abolished.

The IT Park Directorate is also exempted from the obligation to submit tax and statistical reports, as well as information on conducted information technology courses. The list of permitted activities for IT Park residents has been expanded and now includes the production and sale of Internet of Things (IoT) and artificial intelligence devices, micro- and nanoelectronics, intelligent robots, as well as running angel investment clubs.

Uzbekistan Investment Fund plans two portfolio company IPOs in 2027

The National Investment Fund of Uzbekistan (UzNIF) intends to conduct the first two Initial Public Offerings (IPOs) among its portfolio companies in 2027. Uzbektelecom has been named among the leading candidates for an IPO. Marius Dan, Managing Director for Central Asia at Templeton Global Investments, stated in an interview with Gazeta.uz that the fund plans to make its first dividend payments to shareholders in the first half of 2028.

UzNIF, managed by the international investment firm Franklin Templeton, conducted its own IPO on the stock exchanges of London and Tashkent in May 2026, raising approximately $700 million for the state. The fund's portfolio includes stakes in 13 state-owned enterprises and other assets such as Uzbekistan Airways, Uzbektelecom, SQB, and energy sector enterprises.

Dan noted that Uzbektelecom was identified as a potential first portfolio company to go public, while deals are simultaneously being prepared with several other companies mentioned in the presidential decree. He emphasized that the timing of these listings will largely depend on the transformation results of the companies and the market conditions at that time.

A total of six companies are planned to go public over the next three years. According to Dan, this should transform the fund's portfolio from consisting mainly of private assets to one composed primarily of publicly traded securities.

Improvements in corporate governance were noted in SQB and Uzbektelecom: independent directors were appointed to their supervisory boards with government support. Both companies have demonstrated growth in revenue and profitability. Dan added that Uzbektelecom is well-positioned for significant improvement in its financial performance over the next twelve months.

The IPO of Uzbekistan Airways, previously scheduled for the current year, has been postponed. Dan attributed this delay to complex conditions in the global aviation market and the need to allow time for transformation initiatives to reflect in the airline's financial results. Over 120 such initiatives have been developed for Uzbekistan Airways, but according to him, they are still in a very early stage.

Dan also pointed out that the airline's cost structure limited the impact of rising fuel prices compared to some regional and global competitors, and the company expects to offset some additional costs through efficiency improvements.

The fund's first dividend payments will be based on the income received in 2027 from portfolio companies for their 2026 financial results. Dan declined to disclose the expected dividend yield. In his opinion, investment funds of this type usually face a gap of about 18 months between the end of the portfolio companies' fiscal year and the receipt of dividends by shareholders.

UzNIF supported SQB's decision not to pay dividends on common shares for 2025, despite the requirement for the bank to allocate at least 50% of net profit to dividends until 2030. Dan explained that an exception was made for SQB regarding the 2025 dividends, which were due to be paid in 2026, to allow the bank to continue growing and reinvesting profits, and such decisions were considered on a case-by-case basis.

Overall, he believes that the 50% payout ratio provides a proper balance between reinvestment and profit distribution. After the IPO, UzNIF shares traded at a slight premium to net asset value (NAV). Dan stated that the fund currently has the highest valuation relative to NAV among publicly traded closed-end investment funds worldwide.

The fund has nearly 10,000 shareholders, and its NAV increased by 6.1% in the first half of the year, which Dan attributes to the performance of portfolio companies in the energy, transport, infrastructure, banking, insurance, and commodity exchange markets.

Independent valuations of the portfolio companies are conducted by one of the Big Four auditing firms, and the fund publishes its NAV monthly.

The fund pays special attention to Temiryulinfratuzilma, which owns railway infrastructure. Dan believes that this asset could become an important regional player as the Middle Corridor develops, but this will require appropriate tariff regulation. A new CFO has already been appointed to the company.

In the energy sector, Uzbekistan has been working since August to create a more transparent regulatory framework, including steps towards introducing RAB regulation. Dan noted that the main priority now is the consistent implementation of these mechanisms.

The fund is cooperating with the government to improve the situation of historically unprofitable energy companies such as Regional Electric Networks, National Electric Grids of Uzbekistan, Hududgazta’minot, Uzbekhydroenergo, and Thermal Power Plants. However, Dan stressed that UzNIF does not determine tariff policy; tariffs are only one factor alongside operational efficiency, loss reduction, and access to long-term financing.

In mid-October, over 250 people attended UzNIF investor events, which was 50–60% more than the previous year. More than 60% of attendees learned about Uzbekistan for the first time. Dan reported that the Tashkent events gathered investors managing assets worth over $2 trillion. More than 160 institutional investors participated in the fund's IPO.

Commenting on privatization, Dan described the process over the past 18 months as highly transparent. He noted that the requirement for buyers of strategic packages to invest additional capital in the development of acquired assets is standard international practice.

Dan defined the growth of net asset value as the main indicator of the fund's success over the next three years. Internal NAV targets have been set for each portfolio company and for the fund as a whole, but he declined to disclose them publicly.

Uzbekistan plans to establish a national committee of the International Chamber of Commerce by 2026

Uzbekistan intends to submit documents for the creation of a national committee of the International Chamber of Commerce (ICC) by the end of 2026. This decision was reached following a meeting held in Paris on October 21.

The meeting involved Davron Vakhabov, Chairman of the Chamber of Commerce and Industry of Uzbekistan, and Julian Kassum, Deputy Secretary General of the ICC for Network Development. ICC management reported that all necessary conditions for Uzbekistan's official entry into the organization have been met and expressed readiness to accelerate this process, according to the Chamber of Commerce and Industry of Uzbekistan.

Representatives from the ICC responsible for national committees, as well as the World Chamber Federation (WCF), were also present at the negotiations. These discussions continued the agreements reached in September at the Eurochamber Congress in Valencia.

In addition to establishing the ICC national committee, the parties discussed the possibility of direct membership of the Chamber of Commerce and Industry of Uzbekistan in the ICC and its participation in WCF events. Measures to improve international trade mechanisms were also considered, including the development of the ATA Carnet system and the digitization of agricultural product certificates of origin. The parties also discussed the potential use of ICC One Click and Chamber Benchmarking tools.

The participation of the ICC in the international business forum scheduled for Tashkent from November 30 to December 1 was discussed separately, as well as the prospect of holding WCF events in Uzbekistan in the future. These initiatives are aimed at simplifying international trade procedures for businesses, improving administrative processes, expanding ties with foreign partners, and increasing the competitiveness of Uzbek companies in external markets. Following the meeting, the parties agreed to begin implementing the reached agreements and continue developing cooperation.
