The implementation of new projects and initiatives totaling $30 billion is planned in the Bukhara region. These measures are designed to promote regional economic development and improve the quality of life for the local population.

President Shavkat Mirziyoyev announced these plans during a meeting dedicated to the socio-economic development of the region. The head of state noted that the new $30 billion initiatives will lead to positive transformations in the economy of Bukhara and improve the daily living conditions of citizens.

Key areas of development

One of the priority areas is the modernization of water supply and sewage systems. Currently, a project in this area is being implemented jointly with the Asian Infrastructure Investment Bank, valued at $385 million. An additional $248 million is planned to be attracted for the second phase of this project.

Thanks to these measures, water supply will be improved for 1.7 million residents across all settlements in the region, and 775 thousand people will be connected to the sewage system. The goal is to raise the share of the population with access to centralized drinking water from the current 80% to 95%.

Investment of $292 million planned for petrochemical complex in Bukhara region by 2028

President Shavkat Mirziyoyev visited the 'Tekhnochem' enterprise in Bukhara district to study the activities of the republic's sole specialized petrochemical cluster and familiarize himself with its development plans. This complex covers an area of 69 hectares and employs about 500 staff.

The enterprise specializes in the deep processing of various raw materials, including oil, gas condensate, naphtha, methanol, and pyrolysis distillate, producing high value-added products. The existing infrastructure allows for the annual processing of 100 thousand tons of pyrolysis distillate, as well as 160 thousand tons of naphtha and gas condensate.

In addition to fuel products, 'Tekhnochem' produces raw materials for the chemical industry, such as octane booster to improve gasoline quality and various solvents used in the production of lacquers, paints, adhesives, and household chemicals.

Plans for Cluster Expansion

During the state leader's visit, the concept for the next stage of cluster expansion was presented, valued at $292 million and scheduled for completion by the end of 2028. This project includes commissioning new lines for processing gas condensate and naphtha, as well as for producing aromatic hydrocarbons and solvents. Implementing these plans will increase annual capacity by an additional 400 thousand tons and create 700 new jobs.

In light of the growing demand for specialists such as chemists, engineers, laboratory assistants, and technologists, the president emphasized the importance of strengthening cooperation between the region's production sector and the professional education system.

In the long term, the complex is oriented towards exporting about 180 thousand tons of petrochemical products, diesel fuel, and gasoline to countries such as Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Afghanistan, as well as to European Union member states. Negotiations are also currently underway with foreign partners regarding a project to process 150 thousand tons of liquefied gas between 2028 and 2030.

Upon concluding the inspection, Shavkat Mirziyoyev provided several recommendations concerning increasing the enterprise's export potential and training highly qualified personnel to operate the new production capacities.

Portfolio of 35 medical projects worth $2.7 billion formed in Uzbekistan

A portfolio of 35 investment projects in the healthcare sector with a total value of $2.7 billion has been formed in Uzbekistan. This was announced during a presentation on the development of medical infrastructure before President Shavkat Mirziyoyev.

These projects plan to include the construction of new specialized centers and multidisciplinary hospitals, as well as the modernization of existing medical institutions and personnel training.

Furthermore, the possibility of introducing medical educational programs in the city of Termiz is being considered.

In addition, proposals for nine other promising projects have been developed, totaling $1 billion. These projects cover the development of infrastructure in neurology and stroke, mental health and narcology, pediatric oncology and hematology, improvement of the emergency medical care system, and updating the ambulance fleet.

The presentation also discussed linking the attraction of investments in medicine to a unified master plan for the industry. In this regard, it was proposed to develop an investment strategy calculated until 2040.

According to this strategy, initially, current projects will undergo verification for relevance and feasibility. Then, projects that meet the needs of the regions' populations will be selected, and a unified investment portfolio will be formed.

Broader involvement of the private sector in the activities of medical institutions is planned. Starting from 2027, state medical institutions will be able to purchase certain medical and auxiliary services from private organizations. The goal is for the share of outsourcing in service procurement to reach 30 percent by 2030. To ensure process transparency, the electronic system 'Medical Outsourcing' is planned to be implemented. Professional management is also scheduled to be introduced in five large medical institutions by 2030.

55 billion soums invested in infrastructure and business development in the Chim Kashkadary mahalla

Fifty-five billion soums were allocated to the Chim mahalla in the Kashkadarya region to support entrepreneurship, improve infrastructure, and create new jobs. The implementation of these projects has increased the quality of life for over 5.5 thousand residents and contributed to the opening of new production facilities.

The President of Uzbekistan, Shavkat Mirziyoyev, personally visited the mahalla to study the results of the investment program.

Social Infrastructure and Improvement

A significant portion of the funds was directed to the social sphere. A school for 640 students and a kindergarten for 240 places were built in Chim. Additionally, centers for youth and the mahalla were created, and a new recreation park was developed. Work was also carried out to repair 4.5 kilometers of road surface, as well as to update irrigation and power supply systems.

Development of Local Business and Agriculture

Parallel to infrastructure work, local businesses are actively developing. 3.5 billion soums were invested in the embroidery and carpet production sector, where women are employed. Greenhouses with a total area of 36 sotoks were installed for approximately 20 households, and a cold storage facility with a capacity of 200 tons was built for crop storage. These initiatives helped employ over 80 unemployed citizens.

Residents grow lemons, potatoes, broccoli, and greens between trees. Specialists assist them by providing seedlings and fertilizers, and the harvest is purchased at a fixed price. The additional income from growing vegetables and greens ranges from 14 to 16 million soums per greenhouse.

Currently, 70 entrepreneurs operate in Chim, and another 20 enterprises have recently opened. The number of service points along the highway has increased from 31 to 137, leading to the creation of over 200 jobs through business development.

More than 1,200 households in Chim and neighboring mahallas cultivate altai—a plant used in the production of cosmetic and medicinal products. Previously, a project to process fruits and vegetables was launched in Kashkadarya with an investment of $8.5 million.

Education and Culture

During his visit, Shavkat Mirziyoyev held discussions with youth, parents, and children, emphasizing the importance of preserving the national language, literature, and cultural heritage. The head of state noted positive dynamics in education: the share of young people graduating from higher education has increased from nine to 45 per 100.
