Uzbekistan plans to launch a unified digital transport platform 'Bir Yul'
Uzbekistan is preparing to implement a unified national digital transport platform called 'Bir Yul' ('One Path'). According to the project of the Strategy for the comprehensive development of domestic passenger transport until 2030, this platform is set to become available on January 1, 2028, and will integrate all types of passenger transport: railway, aviation, bus, and urban.
Thanks to this system, passengers will be able to receive complete information on routes, schedules, prices, and seat availability. They will also be able to plan journeys on a 'door-to-door' basis, purchase electronic tickets, and order transfers through a single order and payment method.
It is anticipated that users will be able to design a route that includes several modes of transport, such as an airplane and a train, and complete the entire journey through one system, eliminating the need to buy tickets from different carriers.
To realize this project, the Ministry of Transport and the Ministry of Digital Technologies will require close cooperation with 'Uzbekiston Temir Yo'llari', Uzbekistan Airports, and various airlines. The main tasks include developing technical requirements, integrating the information systems of all carriers, and creating a mechanism for unified ticketing, payment, and booking.
The documents do not specify whether a single tariff will be applied for combined trips, or if passengers will pay for each segment of the route separately.
A pilot project for a unified ticket is scheduled to start on July 1, 2027, which is six months before the planned full-scale launch of the platform. The first route will connect Tashkent International Airport, Urgench International Airport, and Khiva Railway Station.
For this pilot, it is planned to develop unified calculation and tariff mechanisms, as well as integrate the information systems of airlines and the railway operator to ensure ticket sales through a single platform. This way, passengers can combine a flight from Tashkent to Urgench with a subsequent train journey to Khiva.
Within the overall strategy, the coordination of schedules for trains, airplanes, and buses is also provided for. Artificial intelligence systems are planned to be used for forecasting passenger flows and forming movement schedules. It is important that bus travel times are synchronized with the arrival and departure of passenger trains and flights, which will minimize waiting time during transfers.
The issue of developing domestic air travel through Tashkent is being considered separately. For those traveling between regions via the capital, convenient connecting flights are planned. It is also assumed that it will be possible to purchase a single electronic ticket for such connections, check-in at the final destination, and have baggage delivered without needing to recheck in at an intermediate airport.
According to the established goals of the strategy, by 2030, the share of passengers using the unified electronic platform should reach 25%. Intermediate goals include reaching 10% in 2028 and 15% in 2029. To achieve these indicators, integration of the platform with transport operators' systems, establishing user registration, and implementing measures to stimulate the use of electronic tickets are planned.
A unified mobile application is also planned to provide information on routes, schedules, transfers, and operational alerts about any changes in transport movement.
Currently, passengers in Uzbekistan use several separate systems to purchase tickets. The Ministry of Transport noted that the platforms Uzbekistan Airways, 'Uzbekiston Temir Yo'llari', and Avtoticket function for online purchases, and automated fare collection systems are being introduced in urban transport. However, a single system combining the booking and payment of various types of transport is currently absent.
The infrastructure for the first pilot route has already been created in the Khorezm region. In August, President Shavkat Mirziyoyev inspected the new railway line connecting Urgench Airport with the railway network. As part of this project, which cost 225 billion soms, 11 kilometers of tracks were built. Regular CR200J electric train services between Urgench Airport and Khiva began on September 3.
