Cyber specialists of Uzbekistan state bodies must undergo retraining every two years

According to new requirements, specialists dealing with cybersecurity issues in state structures and organizations of Uzbekistan must improve their qualifications at least once every two years. These rules also apply to legal entities where the state share in the charter capital reaches fifty percent or more.

Details of the new requirements

These new standards are enshrined in a decree of the Cabinet of Ministers. The document details the training procedures, the rights of participants in the educational process, and the mechanism for appealing exam results. The retraining and training process will be carried out at the state educational institution Cyber University.

It is noted that employees holding international certificates in the field of cybersecurity will not need to undergo additional training, provided that their documents remain valid. The Ministry of Digital Technologies will determine the list of recognized certificates in Uzbekistan and establish their validity periods.

Financing the costs of personnel training must be carried out from the organization's own extra-budgetary funds, funds allocated by higher authorities, as well as other sources permitted by legislation.

Previously, messages circulated on social networks about a potential leak of personal data of 27 million citizens of Uzbekistan into the darknet.

Part of technical colleges in Uzbekistan will be transferred to businesses for 15 years to train specialists

In Uzbekistan, the transfer of some vocational colleges to large entrepreneurs for a period of fifteen years is planned. These institutions will be responsible for training specialists who can immediately start working after graduation. According to the plans, it is expected that at least thirty thousand people will be trained this way annually.

Information about this initiative was announced on November 2 at a meeting chaired by President Shavkat Mirziyoyev concerning labor migration issues. The state head's press secretary, Sherzod Asadov, reported that the transfer of two or three colleges under the control of major businessmen is provided for in each region.

One of the potential participants in this program is the Tashkent Pipe Plant, located in the Sergely district. This enterprise has expressed readiness to train two and a half thousand welders, fitters, and electricians annually, using its own masters.

Graduates of these colleges will receive state-certified qualification certificates. Entrepreneurs participating in the program will receive tax benefits on funds invested in staff training and equipment purchase. Furthermore, grants will be allocated for every graduate who successfully finds employment abroad.

Discussion of Private Employment Agency Operations

The activities of private employment agencies were also discussed at the same meeting. Over the past two years, their number has tripled following the simplification of the licensing procedure, and the number of citizens employed through these organizations abroad has increased fivefold. Nevertheless, the President drew attention to cases of fraud, deception of citizens, and other violations in this area. A special law was adopted to eliminate these problems, establishing a legal framework for the functioning of the agencies.

Starting in 2027, the task of sending citizens abroad for work will be entirely entrusted to the most reliable private employment agencies. For each person who obtains a high-paying position, the agency will be paid an amount of 1.5 million soms.

To provide youth with necessary professions and foreign languages, part of the college buildings will be provided for free rent. A social tax of one percent will be imposed on invited experts and teachers from abroad, and necessary educational equipment will be exempted from customs duties.

It was stated the intention to make the work of private agencies completely transparent by implementing a rating system. The rating will take into account parameters such as actual employment of citizens, observance of their rights, level of their salary, and availability of social guarantees. The President instructed that a draft resolution aimed at improving the agencies' work be prepared within a month. It was also proposed to consider their activities as a social service and simplify the corresponding tax regime.

In Uzbekistan, medics and pharmacists must undergo state registration every five years starting in 2030

Starting in 2030, only specialists who have undergone the required state registration in their respective specialty will be entitled to practice in the medical and pharmaceutical fields in Uzbekistan. This registration will be valid for five years and will require subsequent renewal.

The government approved the procedure for this registration through a decree adopted on October 19. However, the transition to the new system will begin in advance: from July 1, 2027, until January 1, 2030, specialists can register voluntarily.

To pass the registration, either a special exam or automatic registration during the assignment of qualification categories is provided. Special conditions are provided for workers with at least twenty years of experience in the specialty and academic degrees; they can register without taking an exam. Nevertheless, this exception does not apply to those who have not engaged in continuous professional activity in their specialty for three or more years.

The registration process will be carried out by the Center for Qualification Assessment of Medical and Pharmaceutical Workers. An application can be submitted through public service centers, the Unified Portal of Interactive Public Services, or a specialized medical qualification platform. Electronic applications will be accepted around the clock, including weekends and holidays.

The authorized body is obliged to review the submitted application within five working days and make a decision on admitting the applicant to take the special exam. Certificates of state registration will be issued exclusively in electronic format, and they can be verified through the Unified Electronic Register of Medical and Pharmaceutical Specialists; the issuance of paper originals and duplicates of the document is not provided for.

The decree establishing the new rules will come into effect three months after its official publication.
