Uzbekistan's hockey community appeals to authorities over lack of ice surface for training

Parents of young hockey players, athletes, and coaches in Uzbekistan have once again appealed to the authorities to resolve the issue with hockey infrastructure. According to them, the Humo Arena ice rink has not been operational for half a year, the hockey academy is closed, and the Tashkent Select club has been liquidated. As a result, more than three hundred children have lost regular opportunities to play hockey.

A copy of the collective appeal was sent to the Podrobno.uz editorial office by parents, athletes, coaches, and the children themselves. The document, dated October 31, is addressed to the Ministry of Sport, the National Olympic Committee, the Presidential Administration, the International Ice Hockey Federation (IIHF), and the prosecutor's office.

The authors of the appeal point out that currently, only one ice rink is available in Tashkent—the rink at the NEXT shopping and entertainment center. Nevertheless, due to the large number of visitors to this rink, there is practically no free time for full-fledged training sessions, and the quality of the ice is assessed as unsatisfactory.

The problem affects not only youth sections but also professional athletes. The statement emphasizes that the Uzbekistan national team won the 2026 World Championship title, and the 'Humo' hockey club won the domestic championship. Despite these achievements, the appeal participants assert that the current champions do not have the necessary conditions for quality preparation.

Of particular concern is the situation of young athletes: over 300 children who have played hockey for many years can no longer regularly get on the ice. Parents note that they invested funds in their children's training and equipment, expecting their further sporting growth.

The appeal participants state that they have attempted to elicit a response from the relevant agencies over the past six months by sending letters and visiting reception offices, but no concrete decisions have been made so far.

The authors warn of a possible failure to hold the Uzbekistan Championship for the 2026/2027 season due to the lack of suitable conditions. They demand an inspection of the state of the hockey infrastructure, a legal assessment of the actions of responsible persons, ensuring athletes have an ice zone, and preventing problems with the country's membership in the IIHF.

The appeal contains a plea: 'We beg you: save hockey, give our children back the ice, do not let the dream die, do not allow the suspension of IIHF membership.'

Previously, in August 2026, parents, fans, and representatives of the sports community appealed to President Shavkat Mirziyoyev and Saida Mirziyoyeva requesting support for the 'Humo' hockey club and to maintain the possibility of training on the Humo Arena ice. At that time, it was reported that after the arena stopped operating, the main facilities for training youth and national teams became unavailable.

Following this appeal, a meeting dedicated to the development of hockey was held at the National Olympic Committee on August 7, where issues of club support, infrastructure development, and preparing national teams for international tournaments were discussed. However, no specific measures were announced then regarding the resumption of Humo Arena operations or the provision of ice.

Nearly three months later, representatives of the hockey community reiterate that this problem remains unresolved.

Turdimov demanded an end to calling school principals to meetings in khokimiyats

Erkinjon Turdimov, the First Deputy Prime Minister and Minister of Education and Science of Uzbekistan, criticized the practice of inviting school principals to meetings held in khokimiyats. He emphasized that the participation of heads of educational institutions in such meetings is possible only with the minister's permission.

Turdimov made this statement during a meeting held in Samarkand. The minister noted that the main task of a school is to ensure the learning process, and kindergartens should focus on educational work, so attending such gatherings is unnecessary.

Turdimov specified that if there is a need to discuss any issues with school representatives, it should be done through the heads of local departments of public education.

Furthermore, Uzbekistan has the law 'On the Status of the Educator,' which protects teachers from participating in activities that do not correspond to their professional duties. This document also prohibits demanding reports or information from teaching staff that is unrelated to their official functions.

According to the provisions of Article 5 of this law, involving educators in events that are not directly related to their professional activity but have social or political significance is permitted only with their consent, formalized by a contract, and in compliance with all conditions established by law.

Call center to be established in Uzbekistan to process complaints about the quality of education

The Ministry of Education and Science of Uzbekistan plans to launch a call center designed to receive appeals, suggestions, and complaints regarding the quality of education. The operation of this center will be outsourced, and incoming appeals are scheduled to be promptly verified and forwarded to the relevant structures.

In addition to launching the call center, the ministry will introduce a new feedback system aimed at both the population and workers in the field of education and science. This system will allow for the collection and analysis of data on the availability and level of educational services, as well as the identification of existing problems.

To strengthen public control, a Public Council on Education Issues will be established, which will function under the minister. This council will include representatives of parents, students, university students, teachers, and employers, ensuring that not only specialized experts but also direct consumers of educational services participate in discussions on educational matters.

The structure of the ministry itself will also undergo changes. The department's collegium will consist of fifteen people, including the minister, his deputies, heads of agencies under the ministry, rectors of leading universities, as well as scientists and educators.

Until February 1, 2027, the minister will have the option, in exceptional cases, to hire employees into the central apparatus of the department through personal interviews.

In parallel, a special working group is being formed under the Presidential Administration. Its task is to develop a national concept for the strategy of human capital development and lifelong learning, which will be chaired on a voluntary basis by entrepreneur Zafar Khashimov.

New structures will also appear under the ministry: the Human Capital Development Fund, as well as the Center for Strategic Research and Evaluation in Education and Science. The activities of the Agency for Knowledge and Qualification Assessment will be organized. Meanwhile, the Center for Educational Development under the Ministry of Preschool and School Education will cease its operations.
