Uzbekistan Government Approves Quotas for White Sugar Imports for Food Industry Starting in 2027

The government of Uzbekistan has adopted a closed resolution introducing quotas on the import of white sugar intended for the needs of food industry enterprises starting January 1, 2027. The total annual volume of these quotas will be 300 thousand tons. This regulation is enshrined in Cabinet of Ministers Resolution No. 417 dated July 30, 2026, titled 'On measures to develop local sugar production, ensure food security, and stabilize the sugar market.'

The document is classified as DSP (document for official use), but a copy was obtained by the publication 'Gazeta'. The resolution specifies three directions for quota distribution: beverage producers will receive 100 thousand tons, confectionery producers will receive 100 thousand tons, and other food product producers will receive the remaining 100 thousand tons.

The document also provides for the possibility of reviewing these quotas every six months, taking into account current domestic consumption, the level of utilization of production capacities, import volumes, and the price situation in the domestic market. Proposals regarding the size of the quotas will be developed by the Ministry of Economy and Finance, the Committee for Competition Development and Consumer Rights Protection, and the National Statistical Committee. Annually in November, the government is obliged to approve the quotas for the upcoming year.

By December 1, 2026, the Ministry of Investment, Industry, and Trade, jointly with the Ministry of Digital Technologies, the Customs Committee, and the Committee for Competition Development, is tasked with launching an electronic platform. This platform will allow quotas to be distributed among importers through online auctions, and the auction results will be available to the general public after integration with the Customs Committee's information system 'Single Window'. However, the resolution does not specify the procedure for processing supplies exceeding the 300 thousand ton limit, nor does it provide information on restrictions for other importers or a special tariff regime.
