Medvedev proposed legalizing the status of migrants who paid fines for minor violations

Deputy Chairman of the Security Council of Russia Dmitry Medvedev proposed providing foreigners who violated migration rules to a minor degree with the opportunity to work legally after paying fines and completing the necessary procedures.

This initiative was presented by Dmitry Medvedev at the interdepartmental commission on migration policy meeting held on October 22.

Medvedev stated the need to create an effective mechanism for legalizing the legal status of individuals who committed minor violations in the field of migration. He emphasized that such citizens should have the opportunity to engage in labor activities after paying the established fines and undergoing mandatory procedures.

According to Medvedev, since February 2025, a registry of controlled persons has been operating in Russia, which tracks foreigners who have violated migration legislation and are subject to deportation from the country.

Although Medvedev noted the effectiveness of this system, he stressed the need to improve the procedure for including and excluding citizens from this registry. He also emphasized that the registry should not create obstacles for attracting foreign citizens who comply with the law to work.

Dmitry Medvedev proposed extending the experience of using the 'Amina' mobile application, used in Moscow and the Moscow region, to other regions of Russia. This system was introduced in a test mode in September 2025 to account for foreigners from visa-free countries. Initially, it included labor migrants, and as of September 2026, coverage expanded to include foreign students and adult family members of migrants.

Medvedev specified that this experimental period will last until the end of 2029.

The Ministry of Internal Affairs of Russia is also working on improving draft laws concerning the legal employment of foreign workers. In Medvedev's opinion, the documents are almost ready, requiring only final legal and technical refinement. He instructed the relevant ministries and departments to complete this work within two weeks.

Nevertheless, the specific conditions and date for implementing the mechanism to legalize the status of migrants who violated migration rules to a minor degree have not yet been announced.
