The Bihar government has intensified control over contractors who have caused delays and shown negligence in the construction of school buildings. The state body, Bihar State Educational Infrastructure Development Corporation (BSEIDC), applied strict measures by imposing a cumulative fine of 73.33 lakh rupees on five contractors.
Furthermore, procedures are underway against several contractors to exclude them from work, issue official notices, and annul contracts for unfinished projects. These measures target instances where the construction of schools and hostels was not completed within the stipulated timeframes. The department emphasized that negligence in creating necessary educational facilities for children is unacceptable, and contractors who left work incomplete or failed to complete it on time now face sanctions.
The fines were imposed due to delays in the construction of school facilities. The largest fine, amounting to 28.42 lakh rupees, was assigned to Hariom Construction. Following this were Adhyay Engicon, which received 16.30 lakh rupees, and Akshit Engineering, which was fined 15.80 lakh rupees. M.K. Gupta was also fined 11.36 lakh rupees, and Ajay Kumar was fined 1.45 lakh rupees. The total amount of fines reached 73.33 lakh rupees.
Sanctions were applied in districts such as Nawada, Nalanda, Kishanganj, Madhepura, and Gaya, where delays in the construction of schools and hostels were observed. Some contractors were disqualified, meaning they are banned from receiving future government contracts. Others were sent notices demanding explanations. Additionally, the process of terminating contracts for long-term unfinished projects has been accelerated in Arria, Sheikhpura, Lakhisarai, Katihar, Shivahar, and Kishanganj. The department is taking action against contractors for failing to complete these projects.
In cases of serious violations, the contract of Shivangi Construction was cancelled, and its security deposit was forfeited. In other instances, security deposits and application fees (EMD) were also confiscated.
The Education Department stated that actions against contractors exhibiting negligence in constructing school buildings will continue. Penalties, contract cancellations, or other measures may be applied to individuals who fail to complete the work on time. The government's goal is to ensure the timely completion of schools and hostels so that children can receive the necessary conditions for education.
