Uzbekistan sets goal to reduce greenhouse gas emissions intensity by 50% by 2035

Uzbekistan will present its updated Nationally Determined Contribution (NDC 3.0) at the 31st Conference of the Parties to the UNFCCC (COP31). As part of this document, the country has set a goal to reduce greenhouse gas emissions per unit of GDP by 50% compared to 2010 levels by 2035.

According to the National Committee on Ecology and Climate Change of Uzbekistan, the conference will take place in Antalya, Turkey, from November 9 to 20.

At COP31, Uzbekistan will present its national strategies to achieve this goal. The main focus will be on developing green energy, increasing energy efficiency, implementing modern technologies, and strengthening the resilience of economic sectors to climate change.

One of Uzbekistan's key activities at the conference will be the discussion of climate migration and international cooperation. At a high-level event in the national pavilion, the impact of climate change on migration, the protection of vulnerable groups, and efforts to enhance regional climate resilience will be examined.

Organizers plan to adopt a declaration on climate migration from countries in Central Asia and the South Caucasus, which will be named the Silk Road Declaration. Furthermore, Uzbekistan will showcase initiatives under its nationwide 'Yashil Maqon' (Green Space) program and plans for creating forest plantations on the dried bed of the Aral Sea. Topics such as combating desertification, biodiversity conservation, and developing a circular economy will also be addressed.

The national pavilion will serve as a showcase for the country's achievements and prospective projects in climate action, environmental protection, and sustainable development. It will also be a platform for attracting new international partners and financial resources. The committee is preparing the pavilion's program and international meetings in cooperation with partner organizations.

According to the committee, participation in the conference will expand Uzbekistan's opportunities to obtain climate financing, develop joint projects, and strengthen environmental sustainability.

Uzbekistan introduces subsidies and tax benefits for greenhouse farms

Uzbekistan plans to introduce additional support measures for greenhouse farms, including those operating on private plots. These measures include tax incentives, compensation for electricity costs, subsidies for energy-efficient equipment, and provision of preferential loans.

These provisions are enshrined in Presidential Decree No. PP-371 dated October 13, 2026, titled 'On additional measures for the development of greenhouse farms based on advanced green technologies and ensuring the effective use of home plots.' This document was published on the Telegram channel Huquqiy axborot.

Tax and Financial Benefits

According to this decree, agricultural producers will be exempt from Value Added Tax (VAT) at a zero rate. Furthermore, agricultural producers and fish farming enterprises will be entitled to a zero corporate income tax rate when selling their own products.

Greenhouse farms that generate at least 60% of their total income from greenhouse activities will pay a social tax at a rate of 1% from January 1, 2026, to January 1, 2029.

From January 1, 2027, to January 1, 2030, relevant enterprises will receive a 50% reduction in land and property tax for legal entities.

Support for Reducing Heating Costs

Additional measures are aimed at reducing the heating costs for greenhouse farms. From November 1, 2026, to April 1, 2030, farms using special heat-saving coverings or energy-efficient, eco-friendly heating systems will receive compensation equal to 50% of the electricity costs incurred from October to March.

Permitted technologies include heat pumps, geothermal installations, solar thermal systems, and high-efficiency electric heating systems.

Subsidies and Lending

The National Agency for Energy Efficiency will provide one-time subsidies until January 1, 2030, to cover the costs of purchasing and installing solar panels, heat pumps, infrared heaters, and other energy-saving equipment in home greenhouses.

This program will cover areas in Tashkent: Tashkent, Zangiata, Kibray, Yangiyul, and Yukorichirchik. Subsidies will amount to 40% of eligible expenses but will not exceed 100 million sums.

Further assistance will be available to families in 50 mahallas in the Tashkent region specializing in greenhouse farming. Each such family can apply for a subsidy of up to 200 million sums from the Poverty Reduction Target Fund.

Additionally, the Central Bank will provide preferential loans to individuals with private plots or land for farming (dehqan) under a pilot program for developing family entrepreneurship. Borrowers can receive loans of up to 300 million sums for building greenhouses using green technologies and up to 150 million sums for modernizing existing greenhouse facilities.
