Railways expand insurance coverage for tickets starting October 27

Indian Railways has decided to extend its Optional Tourist Insurance Scheme (OTIS) for passengers purchasing reserved tickets through the Passenger Reservation System (PRS) counters, starting from October 27. This decision was made in accordance with Supreme Court directives.

Under this scheme, passengers have the option to obtain insurance by paying a fee of 45 paise per person. This insurance provides coverage up to 10 lakh rupees in case of death or total permanent disability resulting from a railway accident or unforeseen incident.

Possibility of Railway Travel Insurance for 45 Cents: Information on Coverage and Terms

When booking train tickets, especially if you spend 500, 1000 rupees or more, it is worth considering purchasing travel insurance for just 45 cents. This option is available when booking online through IRCTC and is not mandatory; the decision to purchase remains with the passenger. However, in the event of a serious railway accident, this small amount can provide significant financial support to the passenger or their family.

According to the current online ticket insurance system, an affected passenger may receive coverage up to 10 lakh rupees in case of death or total permanent disability. Furthermore, the insurance covers compensation for partial permanent disability, hospital treatment, and transportation of the deceased's body. It is important to note that the insurance payout will only occur if the incident falls under the policy's scope and all stipulated conditions are met.

Previously, the option to purchase travel insurance was only available when booking online via the IRCTC application. Nevertheless, the Supreme Court has instructed the Railway Board to expand this protection to include passengers who purchase tickets at railway station counters, starting from October 27, 2026. The goal of this decision is to ensure insurance coverage for all passengers, regardless of how they purchase their tickets.

When booking an e-ticket through the IRCTC app, passengers are offered an insurance option costing 45 cents per passenger, including taxes. The passenger has the right to choose this option or purchase the ticket without insurance. It is important to understand that choosing insurance coverage and meeting the requirements for compensation are two different matters. Even after purchasing insurance, the amount of compensation will depend on the nature of the incident, the extent of the damage, and the policy terms. If you travel by train regularly, studying the terms of this option during booking can be beneficial, as this coverage, available for a minimal fee, can support the family in case of a major accident.

In the current IRCTC online travel insurance, the maximum insurance amounts for various types of claims are specified as follows. It should be remembered that these are maximum amounts, not guaranteed payouts in every case; the actual amount will be determined by the circumstances of the damage and the insurance policy terms.

In the event of a passenger's death due to a railway disaster, the insurance sum can be paid to the designated person, i.e., the nominee or legal heir. Therefore, when booking a ticket, it is crucial to carefully fill in the insurance information and provide details about the nominee. To file a claim, the following documents may typically be required: if no nominee is listed in the policy, proof of legal heir status, a court order of inheritance, or other documents confirming the right to receive payments may be requested.

Insurance coverage is not provided only in cases of passenger death. If the policy conditions are met, an application can be submitted for compensation for hospital treatment after injury or in case of permanent disability. In cases of permanent disability, a report from the railway, a doctor's medical certificate, a disability certificate, a copy of the police report (FIR), and relevant medical records may be required. For hospital treatment cases, a report from the railway authority, a discharge summary from the hospital, original treatment invoices, payment receipts, doctor's prescriptions, and examination results may be needed. The final list of documents depends on the insurance company and the nature of the claim, so before submitting an application, you should clarify the necessary paperwork with the relevant insurance company.

According to the current IRCTC ticket insurance policy, the passenger, nominee, or legal heir must submit a written application to the nearest insurance company office within four months from the date of the insured event. The following steps must be taken to file a claim.

It is important to realize that purchasing insurance for 45 cents does not mean automatic compensation for every incident during the trip. The policy contains certain circumstances that are excluded from the scope of insurance. Such circumstances may include decisions on accepting or rejecting a claim, which are made based on the facts of the incident and the policy terms. These points should be considered when booking a ticket.

Supreme Court ruled to implement insurance coverage for tickets purchased at railway stations

Passengers purchasing train tickets at railway station ticket offices will gain access to an insurance service. The Supreme Court instructed the railway to take specific steps to implement this feature on tickets bought at the ticket offices by October 27.

Currently, the option to purchase insurance for a small additional fee is only available to passengers who book tickets online. However, this option is absent for those who buy tickets directly at the station counter.

During hearings on October 6, the Supreme Court raised the issue of differences between tickets bought online and tickets purchased at the counter. The panel, consisting of judges Akhasanuddin Amanaull and R. Mahadevan, noted that while online passengers can choose insurance for a small extra charge, passengers buying tickets at the counter are deprived of this opportunity.

The court emphasized that a significant number of travelers using services at the counters may need this protection. Although the railway was given sufficient time to implement this system, progress remained insufficient. Therefore, the court demanded steps be taken to implement the system by October 27.

During the proceedings, the court also expressed dissatisfaction with the safety measures adopted by the railway. The panel pointed out that despite statements about implementing necessary safety measures, no noticeable changes were observed in practice. Furthermore, the court addressed the issue of not utilizing the entire budget allocated for safety matters. The problem of reducing the annual achievement target for installing fences along railway tracks by approximately one third was also mentioned.

The panel questioned why the safety plans were not being implemented according to the established goals.

The Supreme Court had previously ordered the chairman and members of the railway board to appear in person at the next hearing. The court stated that officials must be prepared to explain why there is a constant lag in achieving the goals for fencing railway tracks. Nevertheless, after issuing the ruling, Vikramjit Banerjee, an additional solicitor for the central government's prosecutor general, requested the court grant another chance. He proposed submitting an affidavit detailing the work done last year, the reasons for failing to meet the fencing target, and future plans. Following this motion, the requirement for personal appearance of the railway board officials was temporarily suspended.

If the railway implements the system within the specified timeframe, passengers buying tickets at station counters will also be able to use the insurance service. Currently, this option is available when purchasing tickets online for a small additional fee. However, the terms of insurance, the degree of coverage, and the final implementation of the service for counter tickets must be clarified by the railway itself. The next hearing on this case before the Supreme Court is scheduled for November 16. The railway must submit a report on the work done and plans in the form of an affidavit. The court will also analyze how far the work on implementing safety directives has progressed.
