Marco Rubio's Visit to India: Bilateral Talks with Jaishankar, Refinery Tour in Jamnagar, and Trade Agreement

US Secretary of State Marco Rubio will begin a three-day visit to India on Tuesday. During his meetings with Foreign Minister S. Jaishankar and other events in Mumbai and Jamnagar in the state of Gujarat, discussions are expected regarding the proposed bilateral trade agreement, energy security issues, and strategic cooperation.

According to the Ministry of External Affairs, Rubio is scheduled to arrive at Chhatrapati Shivaji Maharaj International Airport in Mumbai on Tuesday at 14:15. Before commencing bilateral talks with Jaishankar at the Taj Mahal Palace Hotel, he will lay a wreath at the Taj memorial to honor the victims of the 26/11 attacks.

Both leaders are expected to discuss a comprehensive global strategic partnership between India and the US, covering topics such as energy, trade, and investment, defense, critical and new technologies, as well as the situation in the Middle East. Later, Rubio will attend the 'Freedom 250 Reception' at the Jio World Convention Centre, dedicated to the 250th anniversary of US independence, where Jaishankar will be the guest of honor.

Trade Agreement and Energy Security in Focus

This visit comes amid both countries' efforts to advance negotiations on the proposed trade agreement, despite disagreements over tariffs, energy imports, and migration policy. Prior to his visit to India, while in Uzbekistan, Rubio stated that the parties are close to finalizing the deal.

He noted that the trade agreement negotiations are linked to Washington's decision to grant a temporary exemption from certain sanctions related to the purchase of Russian energy. Rubio emphasized that India's energy needs and its significance as a US partner are among the factors being considered. He added that the sanctions affect not only Russia but also tariffs on several other countries, including India, and the president wishes to use the 60-day period to analyze the consequences of sanctions and tariff contributions to the global and US economy.

Rubio also mentioned that although India has diversified its energy sources, it continues to receive a significant amount of energy from Russia, as a sharp transition to alternatives is not possible in the short term. At the same time, he stressed that India is an important ally and partner of the United States, and therefore time is needed to study all aspects and determine the optimal combination.

India and the US have been negotiating the potential trade pact since early 2025, aiming to resolve disputes over tariffs, reduce non-tariff barriers, and improve market access. Recently, Jaishankar reported that the negotiations are approaching a 'landing point.'

Visit to Jamnagar and Meeting with Ambani

On Wednesday, Rubio will travel to Jamnagar, Gujarat, where he is expected to visit the Reliance Industries refinery complex and meet with Chairman Mukesh Ambani before returning to Mumbai. This leg of the visit in Jamnagar will take about nine hours.

The trip takes place in the context of Reliance Industries' preparations for planned investments in a Texas refinery, highlighting energy cooperation and private investment. Officials have not confirmed reports that Rubio might visit the Vantara animal rehabilitation center in Jamnagar.

Rubio is also expected to interact with Indian business leaders during his stay, although meetings with industrialists Gautam Adani and Tata Sons Chairman N. Chandrasekaran have not yet been officially confirmed.

Visit Amidst Tensions in Bilateral Relations

Rubio's trip is his second visit to India this year. The previous visit took place in May, when he met with Prime Minister Narendra Modi and Jaishankar, and participated in a Quad Foreign Ministers meeting.

Bilateral relations have faced difficulties due to the imposition of US tariffs on Indian goods, disagreements over Washington's statements regarding its role in de-escalating the military conflict between India and Pakistan in May 2025, as well as changes in US immigration policy, including increased fees for H-1B visas. The parties also plan to exchange views on the crisis in the Middle East and regional stability. Rubio's visit followed his meetings with Central Asian foreign ministers in Uzbekistan, where he promoted US trade, defense, and investment ties with the region.

US Secretary of State Rubio's Visit to India to Discuss Trade Agreement

As part of ongoing negotiations on a trade agreement between India and the United States, US Secretary of State Marco Rubio plans to visit India from October 17 to 22. During his visit, he will visit Mumbai and Jamnagar. According to a statement from the US Department of State, the purpose of the trip is to strengthen the strategic partnership between the two countries, as well as expand cooperation in the fields of trade, energy, and regional and global issues.

This visit comes amid active discussions about the trade deal between India and the United States. Indian Foreign Minister S. Jaishankar indicated on Tuesday that negotiations are approaching some result, although he did not specify whether a final agreement had been reached.

During the Bloomberg New Economy forum in New Delhi, when answering a question regarding the trade agreement, Jaishankar expressed the view that this issue is moving towards completion. According to Jaishankar, the US is trying to change conditions to strengthen its own industrial base and provide access to its markets to other countries. In this regard, India will also have to re-evaluate the terms of its economic relations with America. He noted that America has changed its strategy, and other countries have to revise their relations with it.

According to the US Department of State announcement, before traveling to India, Rubio will go to Samarkand, Uzbekistan. There, he will participate in a meeting of C5+1 ministers with five Central Asian states. After that, he will travel to India. This will be his second official visit to India this year.

In India, Marco Rubio will meet with high-ranking government officials. Discussions will cover bilateral strategic partnership, regional and global events, as well as increased energy cooperation. He will also meet with representatives of the business community to promote investment and economic ties.

Previously, Marco Rubio visited India in May on a four-day trip, where he met with Prime Minister Narendra Modi and Foreign Minister Jaishankar. At that time, Rubio conveyed an invitation from President Donald Trump to PM Modi to visit the White House. During the meeting with Jaishankar, Rubio expressed confidence that both countries could reach a sustainable trade agreement. He stated that the negotiations were successful, and America is interested in an agreement beneficial to both sides.

During the May talks, issues such as energy source diversification, nuclear cooperation, critical minerals, technology, and visa issues for Indian citizens were also discussed. During the meeting with Prime Minister Modi, Rubio discussed trade and energy cooperation. He also brought an invitation from President Donald Trump for Modi to visit the White House.

Despite the talks held in May, uncertainty remains in trade negotiations regarding US tariff policy and market access. Finance Minister Nirmala Sitharaman stated on October 5 that negotiations have reached an impasse, and it is becoming increasingly difficult to make concessions to both sides.

The US seeks to eliminate its trade imbalance and gain greater access to the Indian market. At the same time, India insists that the terms of the agreement protect the interests of sensitive domestic sectors and do not undermine the competitiveness of Indian exporters.
