VEON Holding plans to finalize the acquisition of operator Perfectum by the end of October

The international telecommunications holding VEON, which includes Beeline Uzbekistan, has reached an agreement to acquire one hundred percent of the mobile operator Perfectum. The total value of this deal is estimated at approximately 207 million US dollars, which includes Perfectum's debt of about 93 million dollars.

According to information provided by VEON on October 19, the final closing of the deal is scheduled for the period before the end of October 2026. The Perfectum operator operates in Uzbekistan through the company Rubicon Wireless. Its assets include frequency resources of 115 MHz in the 850 MHz and 3,800 MHz bands, as well as network equipment and necessary infrastructure.

Specifically, this operator has a 5G Standalone network, which was deployed using Nokia-manufactured equipment. After the deal is completed, the volume of frequency resources for Beeline Uzbekistan will increase by approximately 50%, as stated in the official VEON announcement. The company plans to use these additional resources to develop its mobile networks, implement 5G technologies, and expand internet access via wireless channels.

VEON also expects that the integration of the two operators' infrastructures will lead to a reduction in both capital and operating expenses. However, the announcement does not contain data on the financial and technical results of the proposed integration. The total purchase amount is about 207 million dollars, including Perfectum's outstanding financial debt of about 93 million dollars, and VEON plans to cover the entire acquisition amount with its own cash funds.

The necessary permits from regulatory bodies have already been obtained. It should be noted that previously, in August 2026, it was reported that VEON was negotiating with Farhod Mamadjanov, an investor in Perfectum, to raise 200 million dollars for the telecommunications project, and the possibility of purchasing a stake in Perfectum was also being considered. Obtaining preliminary approval from the Competition Development Committee was required to complete this transaction.
