Uzbekistan plans to provide a one-time financial support of 1 million sums to each of the 1.017 million low-income families in November 2026.
This measure is intended to help households cope with increased heating and energy costs during the winter period. Furthermore, authorities intend to expand the selection criteria for state assistance to families using centralized heating systems.
It is expected that the income threshold for receiving support will be set at up to three minimum wages in Tashkent and up to two minimum wages in other regions of the country. The compensation for electricity and natural gas expenses is also planned to be extended until April 1, 2028.
For residents of districts where gas infrastructure is absent or access to gas networks is difficult, the basic electricity consumption for the heating season will be increased from 200 to 350 kWh.
Additional initiatives will focus on improving the energy efficiency of residential buildings. During the 2027–2028 period, an improvement in living conditions is expected for another 3,000 low-income families. This work will include home insulation, implementation of energy-saving technologies, and the use of renewable energy sources.
This package of measures is aimed at reducing energy costs for low-income households, increasing housing energy efficiency, and expanding targeted social support.
