Uzbekistan and McKinsey Discuss Industrial Development Strategy until 2035

Uzbekistan discussed the possibility of engaging the international consulting company McKinsey & Company to develop the national Industrial Development Strategy until 2035. The meeting with representatives of the American company took place at the Agency for Strategic Development and Reforms.

Participants in the meeting reviewed the concept of the proposed strategy and the main priorities of industrial policy. The Ministry of Economy and Finance intends to hire McKinsey to provide consulting support in drafting this document.

The strategy is expected to focus on increasing the competitiveness of Uzbekistan's industry in both regional and global markets. The development of human capital and consideration of risks associated with changes in external market conditions are also planned.

The document will also take into account domestic market opportunities and Uzbekistan's accession process to the World Trade Organization (WTO). Another priority will be the development of industries considering the specific characteristics of individual sectors and regions, including national, regional, district, and mahalla levels.

It is planned that the document will include principles of environmental, social, and corporate governance (ESG) to assess the corresponding impact. McKinsey representatives emphasized the strategic importance of localizing industrial production and expressed readiness to cooperate with Uzbekistan in this area.

The Agency for Strategic Development and Reforms coordinates the involvement of foreign experts and consulting firms by state bodies within the framework of structural reforms. Its mandate was established by Presidential Decree No. UP-201 dated October 30, 2025. Following the meeting, the parties agreed to hold regular consultations on the main directions of the future strategy, including regional industrial specialization.

The dialogue took place during international forums dedicated to World Cotton Day and food security in landlocked developing countries.

At the beginning of the meeting, participants reviewed opportunities for further interaction between Uzbekistan and African states in the agrarian sector, including experience exchange and the implementation of new joint projects.

Special attention was paid to cotton production, ensuring food security, implementing modern agricultural technologies, and developing seed production. The parties also discussed the production and processing of agricultural products, as well as prospects for their promotion on world markets.

Participants separately considered the potential to elevate cooperation within the C4+1 mechanism to a new level. Discussions focused on expanding the exchange of best practices, scientific developments, and innovative technologies among cotton-producing countries.

Furthermore, the parties emphasized the importance of forming professional and scientific ties, including between researchers and specialists, as well as implementing joint agricultural initiatives.

Another area of negotiation was cooperation between the International Agricultural University of Benin and the Tashkent State Agrarian University.

The C4+1 mechanism is a cooperation format that unites African cotton-producing countries: Benin, Burkina Faso, Chad, and Mali. Côte d'Ivoire later joined the mechanism.
