The relocation of greenhouses from Tashkent and the Tashkent region to the 'Surkhon-Agro' free economic zone, located in the Surkhandarya region, is planned. Significant benefits are ready to be offered to entrepreneurs who decide to move their agricultural enterprises to this zone.
The proposal includes reducing the initial price of land plots at auctions by up to 1% of the normative value. Tax incentives and exemption of imported equipment from customs duties are also being discussed.
The issue of moving greenhouses to regions with more suitable climatic conditions was considered by President Shavkat Mirziyoyev during a presentation dedicated to the introduction of 'green' technologies in the greenhouse sector. For the 'Surkhon-Agro' zone, located in the Sherobod district of the Surkhandarya region, 940 hectares of land have already been allocated, and a master plan has been developed.
According to the details of the proposal, the standard initial price for plots at auctions is 10% of the normative value. However, for projects exceeding $10 million, as well as for entrepreneurs relocating greenhouses from Tashkent and the Tashkent region, this percentage is reduced to 1%.
For all participants in this zone, a five-year period is established with a zero rent rate for land. Additionally, three-year benefits on payment for sewage services and underground water usage are provided. They are also proposed to be exempted from land and property taxes, as well as profit tax for five years. Imported greenhouse equipment can also be exempted from customs duties.
An area of 400 hectares is planned for the placement of greenhouses and agro-logistics facilities, which will be available to investors in the form of ready-made projects. An investment of 220 billion soums is planned for the development of the zone's infrastructure, and another 200 billion soums is allocated for financing the projects themselves. It is expected that $100 million in investments will be attracted to the zone in 2027.
It was previously announced that the greenhouse farms of Tashkent and five neighboring districts will require a transition to environmentally friendly energy sources. A deadline of December 1, 2026, has been set for enterprises using solid fuel to make this transition. From October 15 to March 15, the activities of the greenhouses will be monitored in real-time, and any violations may result in temporary suspension of operations.
