The Central Bank of Uzbekistan has introduced restrictions for commercial banks regarding the automatic debiting of funds from borrowers' bank cards when repaying credit obligations.
According to the new rules, if a bank debits funds from a client's card account without prior consent (i.e., without acceptance), a minimum non-reducible balance must remain on these cards. This balance must equal half of the minimum wage (MROT).
Currently, this established minimum is six hundred eighty thousand soms. These changes will take effect three months after the official publication of the document, specifically on January 10, 2027.
It should be noted that previously, in April, the Uzcard payment system informed about the introduction of a minimum non-reducible balance for non-acceptance debits, which amounted to three BRV, equivalent to 1.32 million soms.
Previously, the Central Bank of Uzbekistan expressed concerns about the increase in the debt burden among the population, paying special attention to the ability of borrowers to meet their credit obligations on time. In 2025, it was established that 93% of all citizens' debt obligations are bank loans.
