Uzbekistan undergoes tax transparency review within the OECD framework

A delegation from the Tax Committee of Uzbekistan participated in the Peer Review Mechanism (PRMG) meeting of the OECD Global Forum on Transparency and Exchange of Information for Tax Purposes. The working sessions took place in Paris.

Uzbekistan participated in this assessment as a jurisdiction undergoing review by the Global Forum. This assessment lasted approximately one year. During this time, the Tax Committee cooperated with the team of experts from the Global Forum, as well as with relevant ministries and state institutions.

During the review, experts examined national legislation and the operational methods of state bodies concerning tax transparency. Existing administrative procedures were also analyzed for compliance with international requirements.

Key Areas of Review

The working sessions focused primarily on the implementation of the international standard for the Exchange of Information Request (EOIR). Participants also discussed the results of the expert review.

Uzbekistan has been a member of the OECD Global Forum since 2022. Countries and jurisdictions belonging to this organization undergo mutual reviews according to established procedures. These reviews determine the degree to which national legislation and enforcement practices comply with the international standard for tax transparency and information exchange upon request.

After the completion of the established procedures, the official report and the results of Uzbekistan's assessment will be published on the OECD website. The country's participation in the peer review reflects ongoing efforts to implement international standards of tax transparency and strengthen cooperation with the tax authorities of other countries.

Annual audit of state enterprises for privatization introduced in Uzbekistan

Uzbekistan is introducing a new procedure for assessing state-owned enterprises, according to which it will be determined annually which ones need to be maintained, privatized, reorganized, or liquidated.

This new regulation was officially approved by a decree of the Cabinet of Ministers. The annual inventory of state enterprise activities will be conducted through the joint efforts of state bodies, the State Assets Management Agency, and other relevant departments. Based on the results of this inspection, a list of organizations with recommendations regarding their future existence is formed and then submitted to the government for approval.

Furthermore, before privatizing a state share, it is mandatory to obtain a conclusion from the Competition Development Committee regarding the level of competition in that industry.

Mechanism for working with state institutions

A separate mechanism has been developed for state institutions. Annually, before May 1st, the Competition Development Committee, together with relevant ministries and agencies, will analyze their activities and submit proposals to the State Assets Agency regarding possible cessation of operations or privatization.

Previously, a state complex intended for refueling aircraft with aviation fuel was put up for public auction in Tashkent. For the privatization process, the State Assets Agency engaged the international consulting company Ernst & Young.

Functions of the Agency for Knowledge and Skills Assessment Approved in Uzbekistan

The rules for the functioning of the Agency for Knowledge and Skills Assessment have been officially approved in Uzbekistan. According to the new regulations, this agency will oversee the conduct of exams, the issuance of national certificates, and the process of recognizing foreign diplomas.

The main tasks of the Agency include organizing various competitions and entrance examinations, as well as qualification tests. Corresponding national certificates will be issued based on the results of these tests. Agency specialists will also be responsible for developing assessment methodologies and criteria, as well as updating the database of test questions.

Special attention is paid to verifying knowledge of the state language among individuals applying for managerial or responsible positions. Furthermore, the Agency is authorized to accept educational documents obtained outside the country and to issue apostilles on diplomas and certificates.

The list of duties also includes conducting customized exams and strengthening ties with international structures. It was previously announced that the Agency will organize exams for primary school teachers, who, after receiving a national certificate, can expect a monthly salary increase.
