The Ministry of Energy has provided clarifications regarding consumer rights in the field of gas equipment servicing, emphasizing that private firms do not have the right to force residents into contracts or threaten to cut off gas if they refuse their services.
According to current regulations, technical maintenance of gas equipment and networks can be performed by both gas supply organizations and private companies, provided the latter possess the relevant permits. Furthermore, the consumer retains the right to independently decide whether or not to use the services of a private firm.
Service can be ordered in any way—in writing, verbally, or through electronic means. The terms of service provision and applicable tariffs must be agreed upon in advance. It is important to note that a private company has no right to insist on signing a contract or forcing the use of its services, nor can it unilaterally stop gas supply to a home due to a refusal of service.
When is legal gas disconnection possible
The department specified that the authority to disconnect a consumer from gas due to refusal of services belongs exclusively to the gas supply organization, not to a private service company. If a consumer has an outstanding debt for natural gas, the decision regarding disconnection is made by the gas supply organization in accordance with established procedures; a private company has no right to take such actions.
Residents who wish to have a gas stove, boiler, or other equipment inspected can contact the local gas supply organizations, specifically 'Hududgaztaʼminot'.
Where to submit complaints
If employees of a private company demand the use of their services, threaten gas disconnection, or behave aggressively, consumers can report this to the Ministry of Energy via the hotline +998 71 231-10-64 or through a specialized Telegram bot. There is also the option to contact 'Hududgaztaʼminot' at numbers 1104 or +998 71 202-11-04, where the company's Telegram bot is also operational.
The Ministry of Energy also reminded about the necessity of ensuring the safety of gas equipment during the winter period. Residents are advised to regularly inspect gas stoves and boilers, monitor the proper functioning and cleanliness of ventilation and chimneys, as equipment is used more frequently in cold weather. Adhering to these measures helps prevent leaks, fires, and carbon monoxide poisoning.
The main principle for consumers is that the choice of private service is voluntary, and no one has the right to demand it under the threat of stopping gas supply. Additionally, it was announced that Uzbekistan plans to introduce a new liquefied gas supply system for the population, with 'Hududgaztaʼminot' being responsible for purchasing gas through the exchange and delivering it to end-users.
