Uzbekistan Rises to 77th Place in Global Innovation Index for 2026

According to the 2026 report, Uzbekistan has improved its standing in the Global Innovation Index (GII), moving up two places to rank 77th out of 139 countries. The most significant progress was noted in the 'Innovation Output' sub-index, where the country advanced 14 positions, as reported by the press service of the Agency for Innovative Development under the Ministry of Higher Education, Science and Innovation of Uzbekistan.

Annually in September, the Global Innovation Index is published by the World Intellectual Property Organization (WIPO) jointly with the Portulans Institute, based in the USA, representatives of corporate and academic networks, and the GII Advisory Council.

This ranking is one of the leading international studies assessing the development of science, technology, and innovation in different countries. It includes two sub-indices and about 80 indicators grouped into seven main categories.

GII 2026 Ranking Results

According to the GII report for 2026, published on September 29, Uzbekistan ranked eighth among 36 low- and middle-income countries, and also entered the top four participants from 11 countries in Central and South Asia.

In the 'Innovation Input' sub-index, Uzbekistan rose one step, taking 68th place. However, more substantial growth was recorded in the 'Innovation Output' sub-index, where the country advanced 14 positions, reaching 78th place.

Furthermore, Uzbekistan demonstrated good results in several individual indicators related to the development of science, entrepreneurship, and labor productivity. The country ranked second in the 'Graduates in Science and Engineering' indicator, third in 'Entrepreneurship Policies and Culture', fourth in 'Startup and Scalable Company Financing', and seventh in 'Labor Productivity Growth.'

Uzbekistan first appeared in the Global Innovation Index in 2015, when it ranked 122nd out of 141 countries. In 2025, the country was ranked 79th out of 139 countries.

Achieving Development Goals

The improvement in the international ranking aligns with the goals set by Presidential Decree No. UP-21 dated February 16, 2026, 'On Additional Measures for the Sequential Continuation and Advancement of Reforms in Priority Areas of Country Development until 2030'. According to this document, it is expected that by 2030, Uzbekistan will enter the group of 60 leading innovative countries in the world.

The goal set for 2026 was to achieve 77th place in the Global Innovation Index, which Uzbekistan successfully achieved by the end of this year. Thus, the GII results for 2026 reflect Uzbekistan's progress in the international innovation ranking.

The country's strong performance in specific areas underscores the importance of developing scientific and technical education, supporting entrepreneurship, financing startups, and increasing labor productivity to achieve long-term goals in innovative development.

Insurance payouts in Uzbekistan increased by 81% in the first half of 2026

Total payouts in the Uzbek insurance market grew by 80.9% in the first half of 2026, reaching 2.253 trillion soms. This figure is higher than 1.245 trillion soms for the same period last year, according to data from the National Agency for Advanced Projects (NAPP). Meanwhile, the growth rate of payouts significantly outpaced the growth of insurance premiums, which amounted to 28.6% over the same period.

The majority of payouts came from the general insurance sector, where they increased by 82.6%, totaling 2.156 trillion soms. Within this sector, voluntary insurance payouts almost doubled, showing a growth of 97.1% to 1.930 trillion soms. The growth in mandatory insurance payouts was more moderate, at 12.2%, reaching 226.4 billion soms.

In the life insurance sector, payouts increased by 49.8%, reaching 96.6 billion soms. This includes a 25.6% increase in mandatory insurance to 12.0 billion soms and a 54.0% increase in voluntary insurance to 84.5 billion soms.

Among all insurers, Apex Insurance JSC provided the largest volume of payouts, paying out 926.9 billion soms, which is more than three times its figure from the previous year (+222.8%). O'zbekinvest EISC JSC demonstrated an even sharper growth, increasing payouts by 380.4% to 283.6 billion soms. A significant increase in payouts was also recorded by Gross Sug'urta Kompaniyasi JSC (+109.3%, to 203.9 billion soms) and Kafolat Sug'urta Kompaniyasi JSC (+100.7%, to 155.8 billion soms).

However, some companies experienced a decrease in payout volumes. Temiryo'l Sug'urta JSC reduced payouts by 58.8% to 14.8 billion soms, My-Insurance JSC by 50.6% to 89.9 billion soms, and Kapital Sug'urta JSC by 22.7% to 41.8 billion soms.

In the life insurance sphere, payouts were also concentrated mainly in one company: Apex Life Insurance JSC paid out 76.1 billion soms, which is 64.8% more than the previous year, accounting for about 79% of all payouts in this sector. Other companies in the sector showed moderate growth in payouts: Alfa Life Insurance (+11.4%, to 9.7 billion soms), Kafolat Hayot Insurance (+25.5%, to 2.8 billion soms), and Agros Hayot (+12.8%, to 1.5 billion soms). At the same time, O'zbekinvest Hayot Sug'urta Kompaniyasi recorded a decrease in payouts by 3.1% to 5.8 billion soms. Furthermore, TBC Sug'urta JSC began making payouts during the reporting period, paying 661 million soms after having made no payouts the previous year.
