Saida Mirziyoyeva, Head of the Administration of the President of Uzbekistan, met with executives from the investment company BlackRock in New York. The parties discussed plans to launch the Tashkent International Financial Center (TMFC) in 2027, Mirziyoyeva reported.
The meeting was attended by BlackRock President Robert Kapito, Vice Chairman Thomas Donilon, Adebayo Ogunlesi, Chairman and CEO of Global Infrastructure Partners, and Charles Hatami, Global Head of Financial and Strategic Investors at BlackRock and head of the Middle East department.
According to Mirziyoyeva, BlackRock is assisting in developing the concept and structure of the Tashkent International Financial Center. Previously, the development of this financial center was discussed at the state level; in March 2026, the President of Uzbekistan Shavkat Mirziyoyev reviewed initiatives for its creation.
In September, Mirziyoyeva was appointed as the manager of the Tashkent International Financial Center while retaining her position as Head of the Presidential Administration. The legal status of the TMFC is enshrined in the Constitutional Law 'On the Tashkent International Financial Center,' signed by President Shavkat Mirziyoyev on July 10. This document defines the principles of the center's operation, its management structure, and its special legal regime.
The TMFC will apply the principles, legislation, and judicial precedents of England and Wales, provided they do not contradict the Constitution of Uzbekistan. The law also establishes the powers of the Tashkent Financial Services Authority and the Tashkent International Commercial Court. The creation of the financial center is taking place on the territory of the Tashkent city complex, and work on it began at the end of March after the signing of the relevant presidential decree.
The main areas of activity for the TMFC will be attracting investments, developing the capital market, expanding the range of financial services, and forming an ecosystem for innovation and professional services. Development is planned in banking, insurance, Islamic finance, fintech, e-commerce, as well as digital and crypto asset markets.
A joint round table was also held in New York with representatives of the American business community, where participants discussed the prospects for the development of Uzbekistan and the region in the coming decades. Mirziyoyeva emphasized: 'Uzbekistan is open to large, high-quality investments.'
