Farmer Producer Organizations (FPOs) are collective associations of farmers whose goal is to help them work together at various stages of the agricultural value chain. Thanks to FPOs, farmers can engage in joint procurement of agricultural resources, crop consolidation, processing, packaging, branding, and marketing.
The Uttar Pradesh government actively supports FPOs with the aim of strengthening collective farmer organizations and developing better connectivity in the agricultural value chain. The state's policy provides for the integration of FPOs into activities such as food processing, storage, branding, packaging, and warehousing. This opens up opportunities for added value beyond primary agricultural production.
How can FPOs help farmers? By working together, farmers can gather their harvests and conduct joint procurement of agricultural resources. Furthermore, FPOs help farmers access markets and create opportunities for processing, packaging, and branding agricultural products.
Under the Uttar Pradesh Agricultural Export Policy, there is an encouragement for the registration of FPOs and Farmer Producer Companies in agricultural clusters. This policy also establishes mechanisms for establishing closer contact between FPOs, farmers, and exporters, promoting the inclusion of agricultural production into broader markets.
The state's food processing industry policy also provides support to FPOs, farmer groups, and other relevant organizations to participate in activities related to food processing and storage, provided that the provisions and selection criteria of this policy are met.
Government Support for FPO Formation
At the national level, the Central Scheme for the formation and promotion of 10,000 Farmer Producer Organizations provides the foundation for the creation and support of FPOs. Under this scheme, Cluster-Based Business Organizations (CBBOs) provide guidance and cooperation on issues such as FPO formation, capacity building, and business planning.
Initiatives have also been undertaken in Uttar Pradesh to encourage and form FPOs through the Department of Agriculture and other institutions. These efforts aim to develop farmer groups into organized productive organizations so that they can manage agricultural activities and related commercial operations more effectively.
