IT Park and Asian Development Bank sign $200 million memorandum to develop AI in Uzbekistan

IT Park Uzbekistan and the Asian Development Bank (ADB) have concluded a letter of intent worth 200 million US dollars. This project is aimed at developing artificial intelligence research and development, as well as commercializing technologies in Uzbekistan.

This was announced during the Startup and Venture Capital Summit held as part of ICT Week 2026 in Tashkent. The document was officially exchanged by IT Park CEO Azamat Karamatov and ADB Director for Uzbekistan Kanokpan Lao-Araya.

At the opening ceremony, the Minister of Digital Technologies of Uzbekistan, Sherzod Shermatov, noted that this project involves creating about 100 technological startups and implementing 300 research projects. He also stated that approximately 2000 startups are registered on the national platform Startup Base, and there are about 25 venture funds operating in the country, noting that the ecosystem has already produced two 'unicorns.'

After the signing, Kanokpan Lao-Araya emphasized that the ADB supports the government and private sector of Uzbekistan in achieving development goals. She characterized the country as having a high pace of reforms and a youth population enthusiastic about technology. Lao-Araya added that cooperation with the private sector is carried out through continuous dialogue with state bodies, and she noted Uzbekistan's significant progress in infrastructure and reforms in recent years.

Uzbekistan and Asian Development Bank Establish Center for Advanced Technologies

The Ministry of Digital Technologies of Uzbekistan announced the signing of a memorandum of understanding under the UPGRADE project between Uzbekistan and the Asian Development Bank (ADB). This project involves establishing a digital technology research center in the Tashkent region, specifically in the city of Nurafshan.

The document was signed on September 21 during a meeting attended by representatives from the Ministry of Digital Technologies, IT Park Uzbekistan, and the ADB. Attendees included Minister of Digital Technologies Sherzod Shermatov, CEO of IT Park Uzbekistan Azamat Karamatov, and ADB's Country Director for Uzbekistan, Kanokpan Lao-Araya.

The memorandum was signed by First Deputy Minister of Digital Technologies Ayubkhon Sultanov and Jun Chong, a Digital Transformation Specialist at the ADB's Digital Sector Department.

The UPGRADE project, which stands for 'Unlocking Growth Potential through Research and Advanced Digital Technologies,' aims to create a research center in Nurafshan. This center will integrate scientific research activities, high-performance computing infrastructure, specialized technological laboratories, personnel training, and mechanisms for commercializing technological solutions.

The Ministry of Digital Technologies serves as the initiator and implementing body of the project, while IT Park Uzbekistan will function as the executive agency. The project is scheduled to commence in the second quarter of 2027 and conclude in the second quarter of 2032.

The total cost of the project is estimated at 200 million US dollars. Financing is planned through an ADB sovereign loan, guaranteed by the State of the Republic of Uzbekistan.

The key objective of UPGRADE is to form a complete ecosystem covering applied research and prototype development, testing, certification, commercialization, and bringing technological solutions to domestic and international markets. The project intends to execute 300 research and experimental design works, incubate 100 technology startups, and create 3,000 jobs in the fields of digital and deep technologies. Supported projects are expected to generate a cumulative annual revenue of no less than 50 million US dollars.

The project concept was developed with the participation of IT Park, universities, research institutions, the startup community, the private sector, and state structures. The memorandum signing took place during the ICT Week Uzbekistan 2026 event.

IT Park Uzbekistan and South Korean company FutureNuri have signed a memorandum of understanding in the field of educational technologies (EdTech) and digital solutions. The parties also discussed FutureNuri's plans to enter the Uzbek market and further develop its activities in Central Asia.

A delegation from IT Park Uzbekistan, led by Executive Director Zhakhongir Rajabov, met with FutureNuri CEO Jeon Ho Chu on September 10, 2026, in Seoul.

The negotiations covered aspects such as FutureNuri's registration in Uzbekistan, opening an office, obtaining IT Park resident status, hiring local specialists, and organizing office infrastructure. Available support measures for international technology companies were also discussed.

The signed memorandum defines the main directions for future cooperation and lays the foundation for joint initiatives in the fields of EdTech, digital libraries, artificial intelligence-based solutions, and digital transformation.

FutureNuri specializes in developing and implementing digital library platforms, academic information systems, and solutions for automating library processes. The company's products are used in approximately 800 organizations, including universities, state and academic institutions, and public libraries.

Furthermore, FutureNuri develops AI-based solutions for knowledge and library management systems. In January 2026, the company launched the platform futurenuri.ai, designed for applying AI in information and library services.

FutureNuri expressed interest in opening its first foreign office in Uzbekistan and exploring opportunities to implement new projects in EdTech and digital libraries in Central Asia. The company is also considering attracting local specialists.

IT Park Uzbekistan invited representatives of FutureNuri to participate in ICT WEEK Uzbekistan 2026, which will take place from September 22 to 25 in Tashkent. During this event, the company will be able to familiarize itself with Uzbekistan's technological ecosystem and establish contacts with local partners and organizations.

Ultimately, the parties agreed to continue working on FutureNuri's entry into the Uzbek market, organizing local operations, and preparing new projects in both Uzbekistan and Central Asia.
