New 'Keskanyor' Border Crossing Point to Open on the Uzbekistan-Kyrgyzstan Border

A new border crossing point named 'Keskanyor' will be commissioned on the border between Uzbekistan and Kyrgyzstan. This point is designed to be twice as large as the existing 'Dustlik' point. It is expected that after it begins operating, the volume of goods transported between the two countries will increase two to three times, and the time required to cross the border will be reduced by one week.

This information was announced at a meeting chaired by President Shavkat Mirziyoyev. The meeting was dedicated to issues of socio-economic development in the Andijan region, support for entrepreneurship, and increasing the population's income level.

The creation of 'Keskanyor' is directly linked to the need to expand transport corridors in this region. In particular, thanks to the launch of the 'China – Kyrgyzstan – Uzbekistan' railway line, a tenfold increase in cargo transportation volume through the Andijan region is planned, bringing it to 15 million tons annually.

To meet growing demands for cargo transportation, it has been ordered to begin implementing the logistics complex project by the end of the current year. This complex will cost 600 million dollars and will occupy an area of 300 hectares in the settlements of Kurgontep and Khanabad.

In addition, the design of a toll highway 78 kilometers long along the 'Khanabad – Andijan' route is planned. Another transport project under consideration is the construction of a toll road connecting Tashkent and Andijan, with practical work scheduled for next year.

Meanwhile, a high-speed train began operating in September between Tashkent and Andijan. Thanks to this change, the travel time between these cities has decreased from six hours to four.

Trains between Tashkent and Fergana Valley switch to updated schedule from October

Changes will come into effect in the railway transportation schedule operating between Tashkent and the Fergana Valley starting in early October. Updated time intervals will be established for various types of trains, including local routes, as well as electric trains and long-distance trains.

The first changes will affect the timetable of electric train No. 730/729, which runs on the route 'Tashkent – Andijan – Tashkent'. Starting October 1st, this train will depart from Tashkent at 07:20 and arrive in Andijan at 11:42. The return trip is scheduled for 15:33 from Andijan, arriving in Tashkent at 19:55. Along the route, the train will make stops in Pape, Kokand, and Margilan.

Additionally, the schedule for several other trains has been updated:

  • No. 732 'Tashkent – Andijan': departure from Tashkent at 17:50 on October 1st, arrival in Andijan at 23:53.
  • No. 731 'Andijan – Tashkent': departure on October 1st at 06:50, arrival in Tashkent at 13:07.
  • No. 734/92 'Tashkent – Andijan': departure on October 4th at 17:50, arrival at 00:34. This train will pass through Pap, Chust, Turakurgan, Namangan, and other stations.
  • No. 733 'Andijan – Tashkent': departure on October 5th at 06:03, arrival at 13:07.
  • No. 91 'Andijan – Tashkent': departure on October 6th at 18:40, arrival at 01:24.
  • No. 98/94 'Tashkent – Andijan': departure on October 3rd at 08:10, arrival at 14:39.
  • No. 93 'Andijan – Tashkent': departure on October 3rd at 16:40, arrival at 22:27.
  • No. 95/97 'Andijan – Tashkent': departure on October 1st at 17:30, arrival at 00:11.
  • No. 96 'Tashkent – Andijan': departure on October 7th at 04:55, arrival at 11:30.

The schedule for long-distance trains on the Tashkent – Andijan direction has also been updated. Train No. 126/125 'Khiva/Urgench – Andijan' will depart from Tashkent-Yuzhny station at 06:18 on October 1st and reach Andijan at 12:59. In the opposite direction, train No. 125/126 will depart from Andijan at 15:50 on October 1st and arrive at Tashkent-Yuzhny at 21:45.

The timetable for train No. 127/128 'Andijan – Kungrad' will change: starting October 3rd, it will depart from Andijan at 17:30, arriving at Tashkent-Yuzhny at 00:11. In the opposite direction, train No. 128/127 will depart from Tashkent at 06:18 on October 2nd and arrive in Andijan at 14:01.

The schedules for trains No. 129/130 'Andijan – Termez' and No. 130/129 'Termez – Andijan' have also been adjusted. The first train will depart from Andijan at 16:40 on October 2nd and arrive at Tashkent-Yuzhny station at 22:27. The return train, No. 130/129, will depart from Tashkent-Yuzhny station at 08:10 on October 1st and arrive in Andijan at 14:03.

Local trains have also been affected by the updates. For example, starting October 1st, train No. 6312 'Kokand – Andijan' will depart at 06:05 and arrive at 08:46. Train No. 7091 'Kokand – Namangan – Andijan – Kokand' will start its journey from Kokand at 05:10 on October 1st, arrive in Namangan at 07:31, and then in Andijan at 10:53. The return route will operate from Andijan at 11:00 on October 1st, arriving in Kokand at 13:43.

Passengers are asked to take note of the new schedules when planning their trips, according to a request from 'Uztemiryuliyulovich'.

Mirziyoyev reviewed plans for the development of Uzbekistan's transport network: new airports and toll roads

The process of improving transport and logistics infrastructure is actively underway in Uzbekistan. According to the plans, the volume of transport services should double by 2030, and $9.1 billion in investments will be attracted to the industry, allowing the export of transport services to reach $5.7 billion. President Shavkat Mirziyoyev reviewed the progress of major projects, among which are key the development of toll highways, modernization of railway communications, expansion of international transport corridors, and the formation of a modern logistics base.

Development of New Airports and Toll Roads

The construction of new airports in Tashkent and Bukhara will cost almost $3 billion. The first stage of the new international airport in Tashkent is designed to accommodate up to 20 million passengers annually; currently, preparation and relocation of engineering communications are underway at the site. In Bukhara, the necessary airfield infrastructure is being created, and an international tender is being held to attract a private partner who will be responsible for the construction and operation of the passenger terminal.

It is planned to modernize the airports in Urgench, Namangan, and Andijan, which should increase their capacity and bring service quality in line with global standards. Regarding road transport, the construction of a toll highway between Tashkent and Samarkand began in August, which will cost $2.2 billion. The country's first toll road, connecting Urgench and Khiva, is already operational. Currently, investors and funding sources are being determined for the Tashkent – Andijan and Tashkent – Bostanlyk toll road projects.

Modernization of the Railway Network

Significant attention was paid to the condition of the railway network. Since several sections on the main transit routes are already operating under high load, and an increase in industrial transport and the launch of high-speed trains are forecasted, there is a need to strengthen the infrastructure. Modernizing sections such as Maktaaral – Syrdarya, Angren – Pap, Tashguzar – Baysun – Kumkurgan, Tashkent – Samarkand, and Tukimachy – Angren will allow increasing their capacity by 25–30%. $200 million has been allocated for these works.

Furthermore, projects such as the construction of the China – Kyrgyzstan – Uzbekistan railway, the creation of a separate high-speed line Tashkent – Samarkand, as well as the electrification and expansion of regional networks and the renewal of the freight wagon fleet, were discussed.

Expanding Uzbekistan's Access to Seaports

To ensure the diversification of external cargo transportation, the country is working on developing logistics capacities in foreign ports. These ports include Aktau, Turkmenbashi, and Baku on the Caspian Sea, as well as Poti and Anaklia on the Black Sea. An agreement has already been signed to create a logistics hub in the port of Poti. The possibility of participating in the development of the Anaklia port and the construction of the Nakhchivan railway is being considered, which will provide access to the ports of Samsun and Istanbul in Turkey.

These new transport routes will allow for an increase in the export of textile, chemical, agricultural, and mining and metallurgical products. Within the country, it is planned to create 17 logistics centers and terminals in Tashkent, as well as in the Tashkent, Andijan, Surkhandarya, and Bukhara regions. There is also a task to transition transport to a unified digital system.

One of the problems in the industry is the significant share of the shadow economy, which reaches 42% in the cargo transportation sector. To solve this problem, it is proposed to introduce a unified digital transport system and carrier registry, integrate electronic orders and transport services, implement electronic waybills, expand the exchange of electronic permits, and ensure real-time tracking of international cargo. Previously, the Ministry of Transport provided clarifications regarding the procedure for issuing foreign permits for international road transport, the functioning of the rating system, and the transition to the electronic E-Permit format.

Uzbekistan and Armenia plan to strengthen industrial and transport cooperation

Uzbekistan and Armenia plan to deepen their interaction, aiming to develop new initiatives in the field of industrial partnership, increase trade and economic and investment ties, and strengthen transport connectivity between Central Asia and the South Caucasus.

Discussions on these areas took place on September 11 in the form of a telephone conversation between the President of Uzbekistan Shavkat Mirziyoyev and the Prime Minister of Armenia Nikol Pashinyan. During the conversation, the sides detailedly reviewed the current aspects of the development of their bilateral relations.

Significant attention was paid to developing new joint production projects. Furthermore, the critical importance of improving logistics systems and creating transport routes connecting the regions of Central Asia and the South Caucasus was emphasized.

Shavkat Mirziyoyev also expressed high appreciation for the measures being taken to accelerate the signing of a peace treaty between Armenia and Azerbaijan. In the opinion of the President of Uzbekistan, such a document will serve as a reliable basis for ensuring stability and sustainable growth in the region.

In addition, the participants agreed on a plan for future meetings, both bilateral and multilateral, including events within the framework of the UN and CIS.
