The eThekwini municipality in KwaZulu-Natal confirmed that it continues cooperation with the company Moriel Infrastructure Group, despite its former director, Lawrence Chamurwa Mudzinganyima, becoming a subject of public attention due to threats made at a restaurant in Sandton.
The municipality noted public concerns regarding the contract with Moriel for the North Park sewage system project after a video recording of the former director went viral. Although the municipality condemned gender-based violence and femicide, it stated that these issues are outside the scope of its business relationship with the company.
The municipality emphasized that criminal cases are under the jurisdiction of law enforcement agencies and courts, and the municipality will not draw hasty conclusions about any individuals or ongoing legal proceedings. It added that if a situation arises affecting the service provider's ability to fulfill its contractual obligations, the municipality will take the necessary steps in accordance with the contract terms and applicable legislation.
Project Contract
Moriel Infrastructure Group signed a contract with eThekwini Water and Sanitation to implement the reticulation, connection, and associated works of the North Park sewage system. The cost of this project is nearly 20 million rand.
The municipality reported that the contract was awarded through a tender worth R16,105,433.75 (including VAT). According to standard infrastructure project management practices, the total scope of the project includes provisions for price escalation and unforeseen expenses, bringing the total approved project cost to R19,326,520.50 (including VAT).
The contract began in May 2025 and is scheduled for completion by November 1. Currently, the project is 95% complete. The municipality clarified that all municipal contracts are administered and monitored in accordance with their terms and the requirements of the Municipal Finance Management Act.
Condemnation of Former Executive's Actions
Moriel Infrastructure Group, where Mudzinganyima held the positions of chairman and director, immediately severed ties with him. The company stated that Mr. Mudzinganyima has been removed from both positions and will no longer represent, speak, or act on behalf of Moriel Infrastructure Group in any capacity.
The group condemned the actions of its former executive. The company acknowledged the seriousness of gender-based violence in South Africa and affirmed its commitment to creating a safe, respectful, and inclusive environment for its employees, stakeholders, and the general public.
The company came under intense scrutiny after a viral video featuring Mudzinganyima at the Vlamo restaurant in Sandton Gate. The recording captures Mudzinganyima threatening women, including phrases such as 'I will kill you now and leave' and 'I will put a bullet in all of you.' He is also heard boasting about his wealth and claiming he could buy the restaurant. The incident reportedly took place in the restaurant's women's restroom on Friday.
A criminal case has been opened against Mudzinganyima. Police representative Colonel Dimakatso Nevhuluvi stated that Mudzinganyima was arrested on Sunday. 'The intimidation case was registered on September 19 at the Randburg police station. The suspect was arrested on the morning of Sunday, September 20, and released on bail to appear in the Randburg court on October 1, 2026. The police investigation is ongoing,' Nevhuluvi stated.
