A new handbook for private schools, released by the Knowledge and Human Development Authority (KHDA), provides updated recommendations regarding the new age-based admission policy for the 2026–27 academic year. These guidelines are particularly important for new families joining schools in Dubai, as well as for special admissions cases that may extend into September and October.
This document was issued after KHDA presented four compliance guidelines for private educational institutions in Dubai on Thursday under the Flexible Regulatory Framework, as part of the Education 33 (E33) strategy. These guidelines cover early childhood development centers, private schools, higher education institutions, and training institutes, supporting the student's journey from early years through school and higher education to skill development, learning, and continuous education.
Parents should be aware of the widely discussed new age threshold for school entry, as the 2026–27 academic year for schools with international programs began on August 31, 2026.
The official age threshold for children entering Kindergarten and Grade 1 in the 2026–27 academic year is now set at December 31 of the admission year, replacing the previous August 31 threshold. This policy applies to new enrollments in schools and kindergartens starting the academic year in August or September; existing students are not affected. Schools starting the academic year in April continue to use March 31 as the threshold.
The introduction of this policy followed a recommendation from the Ministry of Education, based on a technical and educational review. The reasons cited for this decision include achieving fairness and equal opportunities for all students, supporting students' educational and social readiness, and ensuring stability in academic progress and preventing disruptions in learning trajectories.
The decision was made based on the Ministry of Education's recommendation within ongoing efforts to develop educational policy based on scientific methodologies. This step followed a comprehensive technical and educational analysis based on studying academic data from over 39,000 students in schools, conducting international benchmarking, and examining best practices, as well as extensive research into all aspects of children's readiness for preschool education.
The compliance guide for the 2026–27 academic year applies to children who were previously not registered in any school system, covering both public and private schools starting operations in August or September. Compliance depends on the child's date of birth and adherence to a specific curriculum.
Children born between January 1 and December 31, 2023, are eligible for Pre-Kindergarten in American, Australian, Canadian, and other foreign programs; FS1 in British schools; and Petite Section (PS) in French schools. Children born between January 1 and December 31, 2022, can enter KG1 under the Ministry of Education and in American/foreign programs, FS2 under the British program, and Moyenne Section (MS) under the French program.
Children born between January 1 and December 31, 2021, can start in KG2 under the Ministry of Education and in American/foreign programs, Year 1 under the British program, and Grande Section (GS) under the French program. There is a special provision for children born between September 1 and December 31, 2021, who could not be enrolled in 2025–26; they may be registered in KG1 or KG2 in 2026–27.
Children born between January 1 and December 31, 2020, were eligible to enter Grade 1 under the Ministry of Education and in American/foreign programs, Year 2 under the British program, and Cours Préparatoire (CP) under the French program.
Regarding FS1 and FS2, children born between September 1 and December 31 who had not reached three years of age by the start of the academic year could be assessed by the school together with parents regarding readiness for FS1. If they are not deemed ready, they may enroll in FS1 in the following academic year. For children born between September 1 and December 31, 2022, a one-time transitional measure was in effect for 2026–27, allowing the school and parents to jointly decide which placement—FS1 or FS2—was more suitable.
For schools starting the academic year in April, the March 31 threshold remained in place. For 2026–27, children born between April 1, 2021, and March 31, 2022, were eligible for KG1; those born between April 1, 2020, and March 31, 2021, were eligible for KG2; and those born between April 1, 2019, and March 31, 2020, were eligible for Grade 1.
It is important to note that the new age threshold does not imply automatic placement in a specific grade when transferring between schools or curricula. For students transferring between schools, changing curricula, or arriving from outside the UAE, placement is determined based on the last successfully completed grade according to approved certificate equivalency procedures. The goal is to maintain educational continuity and prevent disruption to the student's academic progress.
