Changes to the rules for booking domestic LPG cylinders will come into effect on October 1st. The government has announced that to order an LPG refill using the regulated retail price subsidy, consumers must undergo Aadhaar biometric authentication (BAA).
The goal of this step is to ensure that the subsidized gas cylinder is used exclusively by needy families. However, consumers who have already completed the Aadhaar biometric authentication procedure will not need to repeat the process.
According to the Ministry of Petroleum and Natural Gas, as of September 19th, over 274.3 million active domestic LPG consumers in the country, which accounts for about 89.9%, have already undergone biometric authentication. Consumers who have not yet authenticated will be able to order cylinders at the subsidized price after completing it.
The government notes that this system will help prevent the commercial and industrial use of domestic subsidized cylinders, as well as identify duplicate and illegal connections.
Consumers do not need to visit special locations to complete this procedure. Biometric authentication can be done during the delivery of the LPG cylinder. Additionally, the process can be finalized by visiting their gas distributor's showroom.
This service is also available through the mobile applications of three state oil companies. Indane consumers can use the IndianOil ONE app, Bharat Gas customers can use HelloBPCL, and HP Gas users can use the HP PAY app.
Consumers who do not wish to undergo biometric authentication or cannot do so for any reason will not have their LPG supply stopped. However, they will have to purchase the cylinder at market value and will not receive the subsidy. Such consumers will need to register their choice through the websites, mobile applications, WhatsApp chatbots, or IVRS of the respective oil companies. Depending on local availability, they may be provided with 5 or 10-kilogram cylinders.
The biometric authentication campaign has been running nationwide since October 2023. The initial deadline was set for June 30th but was repeatedly extended and finally set for September 14th.
The Ministry points out that the indirect subsidy for a 14.2 kg domestic LPG cylinder was approximately 210 rupees in September 2026, compared to about 721 rupees in June. The total amount of uncollected funds accumulated by state oil companies for domestic LPG exceeded 62 billion rupees as of August 31, 2026.
