The South African government has secured a $1 billion loan from the New Development Bank to support reforms aimed at improving the financial sustainability and quality of municipal services.
The National Treasury stated in a declaration published on Tuesday that this loan will be used to implement the Municipal Trade Services Reform Program, which is being conducted under the government's guidance. This program focuses on enhancing the governance, financial stability, and operational efficiency of municipal services.
The program covers essential trade services, including water and sanitation management, electricity and energy, as well as solid waste management. The Treasury emphasized that the funding supports a results-based and government-managed reform program, implemented within South Africa's existing legal, fiscal, and institutional framework.
It was noted that this is a performance-linked loan, and its financing is tied to strengthening institutions and achieving measurable performance targets that are independently verified and approved by the metropolitan councils for their trade services.
Broader Government Efforts
The Treasury added that the NDB financing is part of broader government efforts to reform urban municipal trade services and offers favorable concessional financial terms. This loan has a repayment period of 15 years, including a five-year grace period, and the interest rate is linked to the Secured Overnight Financing Rate (SOFR).
The department stated that the concessional financing will help reduce the costs of implementing reforms while supporting urban municipalities in strengthening the financial and operational efficiency of their trade services.
The program covers eight urban municipalities in South Africa: Buffalo City, Cape Town, eThekwini, Ekurhuleni, Johannesburg, Mangaung, Nelson Mandela Bay, and Tshwane. The National Treasury expressed gratitude to the NDB for supporting this government reform aimed at improving services for residents and creating stronger, more resilient cities, with the loan being prepared jointly with development partners working in South Africa's infrastructure sector.
