The Ministry of Economy and Finance of Uzbekistan has presented a draft plan that outlines the phased increase of the retirement age. For men, it is proposed to raise it from the current 60 years to 63 years, and for women, from 55 to 58 years.
This increase process will be implemented gradually, starting in 2028, with an annual increase of three months. It is planned that the new retirement age will be reached by 2039. It is important to note that this is currently only a draft, and a final decision has not been made; public discussion of this proposal will continue until September 30.
Alongside the age increase, it is proposed to maintain certain social guarantees for people approaching retirement age. Specifically, age should not be grounds for refusal of employment or dismissal. Furthermore, unemployed citizens who meet certain conditions will be able to retire two years earlier than the established period.
Existing tax, transport, and medical benefits provided at the current retirement age (60 years for men and 55 years for women) will be maintained. From this age, citizens will also have access to funds from the funded pension system. Concurrently, the minimum required service period for receiving a pension is planned to be gradually increased from seven to 15 years by 2034.
Special conditions are provided for workers engaged in underground work or hazardous and heavy labor. For men, the corresponding age is proposed to remain in the range of 50–55 years, and for women, 45–50 years.
Another support measure will be the introduction of reduced working hours for older employees. Starting January 1, 2027, this is proposed for women over 55 and men over 60, while maintaining the average earnings level.
It was previously noted that the number of citizens in Uzbekistan retiring without full service time is increasing. To qualify for a full pension, men require at least 25 years of service, and women require 20 years.
