Uznabank and Silk Road Fund Sign Agreement on Financing Infrastructure Projects in Uzbekistan

During the visit of the delegation from Uzbekistan, led by Prime Minister Abdullah Aripov, Uznabank and the Silk Road Fund concluded an Agreement. This agreement provides for the financing of large infrastructure projects in Uzbekistan totaling up to 395 million US dollars.

The document was signed on the sidelines of the 11th 'One Belt, One Road' Summit, which took place on September 9–10 of this year in Hong Kong. This summit served as an important platform for discussing new opportunities in investment and financial cooperation.

According to the terms of the reached agreements, both parties will jointly participate in the selection, evaluation, and structuring of promising infrastructure projects. These projects will then be financed through long-term credit lines provided by the Silk Road Fund.

A special emphasis within the cooperation will be placed on projects related to updating transport infrastructure, including the construction of modern toll expressways.

These agreements align with the goals of the State Investment Program for 2026. This program anticipates that Uznabank will attract resources from leading international financial institutions totaling up to 1.5 billion US dollars to implement priority tasks in Uzbekistan.

The conclusion of the Agreement marks another practical result of strengthening financial and investment partnership between Uzbekistan and China. It will also contribute to a more substantive fulfillment of the comprehensive strategic partnership between Uzbekistan and China, particularly in the context of the 'One Belt, One Road' initiative.

Priority areas for joint activity were identified as the development of modern industrial and urban infrastructure, renewable energy sources, geological surveys, the financial sector, and the tourism industry.

ROX Group, established in 1996, is one of Vietnam's significant multi-sector investment structures. The company's activities cover areas such as real estate, energy, banking, hospitality, and the provision of various services.

Furthermore, the president had previously held a telephone conversation with Armenian Prime Minister Nikol Pashinyan. During this discussion, strengthening trade and economic and investment ties, as well as potential projects for industrial cooperation and the creation of transport routes between the South Caucasus and Central Asia, were discussed.

Negotiations took place at the Ministry of Economy and Finance of Uzbekistan with delegations from major international institutional investors. Advisor to the Minister of Economy and Finance, Zhasur Karshibayev, organized this meeting on September 4.

Meeting Details

Representatives from organizations such as the State Pension Fund of Finland, as well as joint pension and insurance companies Ilmarinen, Elo, and Veritas, and structures SOKA-BAU and Aktia Bank Oyj participated in the dialogue. Foreign parties were provided with detailed information about the economic and structural reforms being carried out under the leadership of the President of Uzbekistan, as well as the current macroeconomic situation and the republic's development plans.

Investors positively assessed the changes being implemented in the country and the efforts aimed at developing the domestic financial market. Foreign participants showed particular interest in the opportunities to enter the market for Uzbekistan government treasury bonds.

During the discussion, the parties examined in detail the potential of the domestic financial market, issues of improving the state's sovereign credit rating, achieving an investment level, effective management of public debt, as well as expanding financing options in national currency and developing the local capital market.
