A striking situation of administrative negligence has arisen in the state of Uttar Pradesh: a village that has remained in limbo between the borders of two districts for the past 45 years. When security and police work need to be ensured, a team from one district is involved, but for issues concerning land or administrative matters, residents must contact the other district.
This story relates to Rampur Narua village, located in Rasulabad, which falls under Kanpur Dehat. For four decades, the residents of this village have been forced to travel between two districts to obtain justice and implement development programs.
In 1981, the district of Kanpur Dehat was created by splitting Kanpur Mahanagar to improve administrative governance. It was after this decision that difficulties began for the residents of Rampur Narua.
From a law enforcement perspective, Rampur Narua belongs to the Rasulabad police station in Kanpur Dehat, and the Rasulabad police conduct investigations in case of crimes in the village. However, regarding land and administrative management, this village is part of the Bilhaur district in Kanpur Nagar. Furthermore, the village's electoral constituency includes Bilhaur and Mishrikh at the Lok Sabha level, and it is the administration of Kanpur Nagar that organizes voting during elections.
This contrast in the administrative and police systems has created a serious crisis for the residents. If an incident occurs, such as a fight or murder related to a land dispute, the Kanpur Dehat police register the FIR and conduct the investigation. Nevertheless, the decision on the root cause of the dispute—land division or seizure—is made by the Kanpur Nagar land department. This leads to double losses for the residents: they have to visit the Kanpur Dehat police headquarters to file complaints, and the offices of Kanpur Nagar for matters related to land or land management.
The demand for the complete integration of the village into Kanpur Nagar has been raised for many years. The village head, Chhimaram Yadav, notes that for the government, this is a minor change. The problem is that the real issue of the village does not reach the responsible officials properly. He has repeatedly sent letters from the village head to the local MLA, receiving promises of help, but the situation remains unchanged for 45 years.
Village head Chhimaram believes that if the village is separated from the Rasulabad police station in Kanpur Dehat and included in the Kakwan police station in Kanpur Nagar, the entire village will fall under the jurisdiction of one district, and the problems will be solved. Previously, while working with the BBGTS Murti in Kanpur Dehat, a proposal to include this village in the Kakwan police station was also sent. Despite all the correspondence, the result has been zero. 2026 years have passed since 1981, and after 45 years, this system remains a real dilemma for the residents of Rampur Narua.
