According to the National Strategy for Statistical Development until 2030, approved by Presidential Decree No. UP–190 of September 10, 2026, Uzbekistan intends to establish statistical registers for the population and agriculture by the end of 2027, as well as implement regular calculation and publication of demographic data.
This statistical register will be formed based on the results of the population and agricultural census. It is planned that state databases containing population information will be coordinated and integrated with this register to ensure continuous data updates. Before launch, the system will undergo an assessment for compliance with cybersecurity requirements by the state institution Cybersecurity Center, after which its security will be continuously monitored.
Access to individual-level data in the register will be restricted. Information can only be used by specially authorized employees exclusively for statistical purposes and for creating aggregated statistical data. Access to personal information will be prohibited for state bodies, other legal entities, and private individuals.
A parallel agricultural statistical register will be created with a mechanism for continuous data updating. The National Strategy covers the period from 2026 to 2030 and provides for the modernization of the statistical system in accordance with international standards, improving data quality, expanding the use of administrative and alternative sources, digitalization of processes, and the application of artificial intelligence technologies.
By 2030, it is expected that the burden of statistical reporting for enterprises will decrease by 20%. The number of administrative and alternative sources used in official statistics should increase by 1.7 times. Thanks to the use of artificial intelligence, data processing time should be reduced by 20%, and the cost of obtaining one dataset—by 25%. Business registration will also take place during the 2026–2027 period.
One of the goals of the strategy is to improve Uzbekistan's position in the World Bank's Statistical Efficiency Indicators. By 2030, the country aims to enter the top 50 countries with the highest scores in this index.
Census results will serve as the basis for creating statistical registers. According to preliminary census data, the permanent population of Uzbekistan was 39,047,321 people. Of these, 19,766,166 people, or 50.6%, are men, and 19,281,155 people, or 49.4%, are women. The total number of residents in urban areas reached 21,276,729 people (54.5% of the population), while 17,770,592 people live in rural areas (45.5%).
Furthermore, on July 1, 2027, the National Data Portal will be launched based on the Open Portal. Its task is to ensure the management of state data within unified rules and to improve its quality, relevance, and compatibility. Data held by state bodies and organizations will gradually be integrated based on common requirements for formats, classifications, identifiers, and metadata.
The portal is expected to host open and administrative data, information for training artificial intelligence models, as well as 50 anonymized microdata sets. It will also include tools for business analytics, machine learning, API services, data cataloging, and version control. The portal will allow state bodies to make decisions based on up-to-date data and will accelerate information exchange between departments. For businesses, the platform should reduce excessive data submission requirements, while researchers, journalists, and the public will gain broader access to open data for analysis and reuse.
In addition to Presidential Decree No. UP–190, statistical data prepared by the National Statistical Committee, the Central Bank, and the Ministry of Economy and Finance will be assessed for compliance with international standards and codes. This assessment, which will take place in 2027–2028, will be conducted jointly with the International Monetary Fund based on the ROSC evaluation methodology. The review will examine the methods of producing statistical data, the sources of information used, the scope and frequency of statistical indicators, as well as the reliability and comparability of the data. Procedures for publishing statistical information, including its openness and comprehensibility for users, will also be analyzed.
This assessment is expected to determine the degree of compliance of current processes with international criteria, identify best practices, and point out areas requiring improvement. Based on the results obtained, recommendations will be developed for the further improvement of the preparation and dissemination of statistical data. It is expected that the assessment will contribute to improving the quality and international comparability of macroeconomic and financial statistics produced in Uzbekistan. At the same time, data usage must comply with confidentiality, information security, and personal data protection requirements.
As a result of implementing this strategy, Uzbekistan's statistical system should transition to a model of continuously updated operation, where census data, administrative sources, and other information resources will be used to create an up-to-date statistical base.
