Uzbekistan received 110th place out of 192 in the international Rumavi Global Relocation Index 2026, scoring 59.9 out of 100. This placed the country on the border between moderately and unevenly suitable for relocation states.
The study, conducted by the consulting company Rumavi, is based on an analysis of 24 different indicators, divided into four main blocks: finance and taxes, quality of life and healthcare, security and stability, and living conditions.
In the overall global ranking, Nepal, which ranked 109th with a score of 60 points, and Kosovo, located at 111th place with the same 59.9 points, are listed alongside Uzbekistan.
Strengths and Weaknesses of Uzbekistan
Uzbekistan demonstrated its greatest achievements in the 'Finance and Taxes' section, where it scored 73 points. This was supported by low living costs, rated at 96 out of 100, and housing availability, noted at 84.4 points. Furthermore, a positive rating of 70 points was obtained due to a flat income tax rate of 12 percent, which is applied together with double taxation avoidance agreements, various benefits, and the special IT Park regime.
In the 'Security and Stability' area, the republic received 62.8 points. Experts noted the country's strengths in high street safety (74 points) and low risk of conflict participation (74.4 points). However, indicators related to the rule of law and political stability, calculated using international institutional indices, were lower—50 and 52 points, respectively.
The 'Quality of Life and Healthcare' block is rated at 57.4 points. The availability of affordable medical care scored 71 points, and digital infrastructure received 69 points. One of the weakest aspects in the country's profile is climate comfort, which is rated only 31.6 points due to hot and arid summers with temperatures exceeding 38 degrees.
Settlement and Specific Relocator Profiles
The weakest area for Uzbekistan was identified as the 'Settlement and Opportunities' block, where the country scored 44.3 points. Although ratings for visa regimes and conditions for obtaining permanent residency were moderate (62 and 52 points, respectively), indicators in education amounted to 29.5 points, and for the startup ecosystem and business opportunities—33 and 37 points.
When considering different relocator profiles, Uzbekistan showed the best result among them in the 'digital nomads' category, ranking 85th globally. In terms of tax attractiveness, the country is ranked 94th, for pensioners—101st, and for entrepreneurs—106th. It was the least attractive republic for families with children, ranking 113th, which is attributed to low scores in education and climate.
Uzbekistan's Place in Central Asia
Among the Central Asian countries, Kazakhstan leads the ranking with 77th place globally and a score of 62.9 points. Uzbekistan took second place in the region, surpassing Kyrgyzstan, which was ranked 118th with 59.3 points. Tajikistan is ranked 137th with 55.1 points, and Turkmenistan finished the regional list in 155th place with a score of 52.3 points.
The report concludes that Uzbekistan has advantages in low cost of living, housing availability, and tax regime. Nevertheless, it lags behind in the level of institutional environment, education, and business infrastructure. It should be noted that 15 out of 24 indicators in the index were calculated using institutional data and the company's expert methodology.
