For millions of families living in rented city apartments, purchasing their own home remains a significant challenge, especially without land or sufficient financial resources. In such cases, the center offers various mechanisms through the 'Praroditeskaya Housing Program – Urban 2.0' (PMAY-U 2.0).
The government has set a goal to provide affordable housing to approximately 10 million urban households under PMAY 2.0. Ten trillion rupees have been allocated for the implementation of this program, of which about 230 billion rupees will be provided as direct financial assistance from the central government. The main focus is on lower and middle-class families in urban areas. Eligible families can choose between building a house, buying new housing, or renting affordable housing depending on their needs and circumstances.
If an individual already owns land in the city but lacks the funds to build a permanent house, the program provides financial aid. Families constructing a new permanent house on their own land can receive centralized support of up to 1.5 lakh rupees. Thus, owning land simplifies the construction process with state support.
A large number of residents in urban areas do not own their own plots of land. A different mechanism is provided for these people: the government, in collaboration with private and public agencies, will ensure the creation of affordable housing. Central assistance of up to 1.5 lakh rupees per house is available for families from Economically Weaker Sections (EWS), meaning that lack of land is not a barrier to receiving benefits if criteria are met.
An important aspect of PMAY 2.0 is the support for renters. There is a provision to provide affordable housing to those who have come to the city for work or study but for whom purchasing a home is currently difficult. This measure considers groups such as migrants, industrial workers, working women, and lower-class urban residents. Consequently, if a family or individual rents accommodation in the city, a path to housing security within the program is also available to them.
Even if a potential buyer has some funds but requires a mortgage loan, the program can assist. Beneficiaries are granted a subsidy of 4 percent per annum on home loans up to 8 lakh rupees. This can bring a benefit of up to 1.80 lakh rupees to the beneficiary. This indicates that the program supports not only builders but also families preparing to purchase a home using a mortgage.
To benefit from the 'Praroditeskaya Housing Program – Urban 2.0', it is not enough to simply live in the city; the family's annual income must also fall within specified limits. The program covers three income levels:
- Families with an annual income up to 3 lakh rupees
- Families with an annual income from 3 to 6 lakh rupees
- Families with an annual income from 6 to 9 lakh rupees
Therefore, before applying or receiving benefits, it is crucial to check one's annual income and compliance with the program's conditions.
