A new procedure for determining the market and initial price of goods, works, and services in public procurement has been introduced in Uzbekistan. This procedure was established by the Cabinet of Ministers' decision No. 480 dated September 8 and came into force on September 9.
According to the new regulation, state customers are obliged to study the average market price of the purchase through a special module on the public procurement portal before starting the procurement process.
The system generates an electronic certificate indicating the average market price and the price established based on it. The public procurement must be conducted at a price that does not exceed the one specified in this certificate.
The 'Prices' module aggregates price data from previous public procurements and other reliable sources. It provides the ability to receive electronic price offers from suppliers, automatically calculate the minimum, maximum, and average prices. If sharp discrepancies in prices are detected, the system alerts about the need for further study.
In the initial stage, artificial intelligence analyzes product characteristics and recent prices for 60 types of goods, automatically determining the average market price, price boundaries, and their change dynamics. It is planned to expand the list of such goods in the future.
