The Brazilian government has allocated 1.1 billion to subsidize fuel. According to the document published in the Official Gazette of the Union, the majority of these funds, specifically 5.6 billion reais (approximately 946 million euros), will be directed towards an economic subsidy for the production and import of diesel fuel for road transport.

The remaining 998 million reais, equivalent to approximately 168.5 million euros, will be used for economic support of the production and import of petroleum products, including gasoline.

These financial resources will be transferred to the Ministry of Mining and Energy, with direct management of fund expenditure assigned to the National Agency of Oil, Natural Gas, and Biofuels (ANP).

The decision, made by the economic team of President Lula da Silva's government, was taken against the backdrop of pressure on fuel prices caused by the war in the Middle East. The subsidies were introduced in May of this year and are provided to fuel producers and importers.

No end date has been set for the subsidies temporarily, as this act only concerns the release of resources, although the diesel fuel subsidy is planned until December 31 of this year. Since the release of funds was carried out through a temporary measure, the National Congress of Brazil has 120 days to review the text, after which it can be converted into a law.

Tossi commented in an interview with Olhar Digital that nearly 14 months passed from the announcement to the approval, a period during which there was a major backlog of projects in Brazil. This occurred because investors were waiting for the approval of this project to guarantee the necessary security for the large investments.

He added that only in the last two months, when the market began to question the viability of Redata, some projects were released, but only to maintain the natural growth of existing cloud services. With the approval now, the business landscape is changing significantly.

With Redata sanctioned, Tossi states that all international investors seeking locations with renewable energy and energy availability will return to focusing on Brazil. Although Brazil already holds more than half of the Latin American data center market, the high investment cost in the country represented a hurdle for attracting larger projects, especially those focused on training artificial intelligence models.

The executive explained that Redata reduces the tax burden on AI servers, allowing Brazil to enter the international competition, competing not only with its Latin American neighbors but also on the global stage. He highlighted that the previous investment cost was excessively high, which kept the country marginalized in this market.

Tossi emphasized that approximately 60% of cloud services used in Brazil are hosted outside the national territory. There is an expectation that Redata will help bring this data back to Brazil and attract a large volume of data centers dedicated to artificial intelligence training.

In practice, accredited companies will have tax suspension—including Import Tax, PIS/Cofins, PIS/Cofins-Importation, and IPI—for a period of five years when acquiring equipment. After fulfilling the stipulated obligations, this suspension turns into permanent exemption. The government estimates a fiscal waiver of R$ 5.2 billion in 2026, dropping to R$ 1 billion annually in the two subsequent years.

The main requirements imposed on beneficiary companies include the use of renewable or low-emission energy sources, the implementation of water efficiency in equipment cooling, a 2% investment in research and development (with 40% mandatory in the North, Northeast, and Central-West regions), and the allocation of at least 10% of computational capacity for the domestic Brazilian market.

Besides the issue of data location, Tossi pointed out two direct effects: the reduction in the cost of cloud services, which are currently among the most expensive globally, and the creation of jobs. A 50-megawatt IT data center generates between 3,000 and 6,000 jobs during construction and provides 3 to 5 direct jobs per megawatt during operation, adding 6 to 9 indirect jobs.

Brasscom classified the approval as a 'definitive step to ensure Brazil's prominence in the 21st-century global economy.' However, the approval was not unanimous; one day before the vote, the Coalition for Rights on the Net published a manifesto of opposition, as reported by Olhar Digital. The main argument raised was that the government 'inverted the order of things' by granting billions in tax exemptions before establishing clear guidelines on where and how such facilities could be built in Brazil.

Critical warnings included the high consumption of water and energy resources by data centers, the claim that installing servers on Brazilian soil does not result in technology or profit transfer to the country, the approval under emergency regime without public hearings, and the specific case of the TikTok data center in Caucaia, Ceará, which faces legal challenges due to impacts on water supply and the lack of prior consultation with the indigenous Anacé people.

The second advantage is captive biomass, meaning raw material available in large volumes in the industry, without additional costs, without extra environmental impact, and ready for biological conversion into new molecules. As an agro-industrial power, Brazil generates over 562 million tons of byproducts, such as straw, sugarcane bagasse, and forest residues, within established chains and without competing with food production. Few countries manage to combine science, industry, and such an abundant, predictable, and concentrated supply of residual raw material, which constitutes a strategic differential for scaling the national bioeconomy.

The third advantage transforms a problem into a solution: degraded lands. It is estimated that more than 100 million hectares of pastures showing signs of deterioration exist in Brazil, about 60% of the total area, according to MapBiomas data cited by the UNFCCC. This territory represents an immense productive and environmental opportunity. The recovery of these areas, using bioenergy, planted forests, and integrated systems, allows for increased production without causing deforestation of native vegetation. Since degraded soils are poor in organic matter, their restoration promotes carbon accumulation, enabling the large-scale production of bioproducts with a positive climate effect.

Thus, the goal is to create a bioeconomy that not only reduces emissions but actively removes CO2 from the atmosphere, restores soils, and eliminates pressure for deforestation.

The fourth advantage is access to low-carbon hydrogen. Hydrogen purity depends on the energy used in its production, and Brazil has a privileged position in this regard. The Brazilian electricity matrix, which integrates hydroelectric, solar, wind, and biomass into an interconnected national system, offers ideal conditions for large-scale green hydrogen production, with a strong contribution from renewable sources. Data shows that most of the electricity generation in the country comes from low-carbon sources, distinguishing it from economies dependent on coal or natural gas.

This is important because hydrogen can be applied in sectors difficult to electrify directly, such as steelmaking, fertilizers, heavy transport, and synthetic fuels, reducing emissions across the entire industrial chain if produced with clean electricity. Furthermore, Brazil can integrate low-carbon hydrogen with biogas, biomethane, ethanol, biomass, and biogenic CO2, paving the way for sustainable aviation fuels, green methanol, and low-carbon ammonia.

The fifth advantage is historical. Brazil has already demonstrated the capacity to establish a bioenergy industry on a large scale. Sugarcane ethanol did not appear ready-made; it is the result of decades of public policies, agricultural research, industrial engineering, technological adaptation, consumer market, and business capacity. Currently, the Brazilian sugar energy sector is a pillar of the country's renewable matrix. According to the Union of Sugar Cane and Bioenergy Industry (UNICA), in the 2024/2025 harvest, 679.68 million tons of cane, 37.3 billion liters of ethanol, and 21 TWh of electricity were produced for the national grid. UNICA emphasizes that Brazilian experience in bioenergy spans almost a century, since the mandatory blending of anhydrous ethanol with gasoline in 1931, evolving into a portfolio that includes bioelectricity, biogas, biomethane, and new routes for sustainable fuels.

Although the natural advantages are significant, Brazil needs to convert potential into strategy. This requires constant investment in science, personnel training, technological infrastructure, regulatory security, intellectual property, risk financing, and stable industrial policies. A change in mindset is also necessary: the country must seek to add more value, instead of just exporting cheap agricultural commodities or biomass, by developing processes, software, biorefineries, and final products.

The relevance of the Brazilian bioeconomy will depend on the union of conservation and development. If biodiversity is only exploited, the source of solutions will be lost. If biomass is only burned, there will be a waste of value. If degraded lands remain unproductive, a climate opportunity will be lost. If science does not reach industry, the country will maintain dependence on foreign technology. Brazil possesses a unique combination of nature, scale, clean energy, biomass, and experience, which can consolidate it as a leader in the transition to a more circular and regenerative economy.

Brazil forecasts budget surplus for the first time since 2014

The State House of Planalto presented the annual budget draft to the Brazilian Congress that includes a positive financial result for the first time since 2014. The economic team attributes this to fiscal rules that limit real growth in personnel expenses.

The government's budget proposal for next year, under Lula da Silva, foresees primary expenditures of 470.1 billion, along with revenues of 3.459 billion reais (equivalent to about 574.6 billion euros).

The Minister of Planning and Budget, Bruno Moratti, stated at a press conference that one of the key objectives is ensuring a balanced budget next year.

The Planalto proposal includes a 7.4% increase in the minimum wage, which will allow approximately 62 million people to receive 1741 reais (about 289.25 euros), representing an increase of 19.9 euros compared to the current rate.

Furthermore, there will be no indexation of the Bolsa Família benefit in 2027, which has not happened since 2023 when this payment was relaunched.

Lula's government also plans to allocate 6 billion reais (about 996.8 million euros) to Correios next year, as the state-owned company is experiencing a financial crisis.

Regarding the 2027 budget, Planalto allocates 44.8 billion reais (about 7.31 billion euros) for parliamentary amendments. This amount is 4 billion reais (664.5 million euros) more than in last year's proposal.

Parliamentary amendments are funds from the budget that federal deputies and senators direct to their constituents, and the executive branch is obliged to execute part of these funds, causing tension between the two branches of power.

The annual budget bill for 2027 still requires approval by the Brazilian Congress and may be modified by parliamentarians. It will be executed by the next President of Brazil starting January 1st of next year.
