In Uzbekistan, the possibility of allowing the use of apartments located on the ground floors of apartment buildings for commercial activities, such as trade and service provision, without the need for formal transfer of these premises to non-residential fund, is being discussed.
This was announced on September 9 during an expanded meeting chaired by President Shavkat Mirziyoyev, concerning employment and increasing citizens' income.
At the meeting, it was emphasized that the ground floors of residential buildings can be used to house services in demand by the population. Such possibilities include hairdressers and beauty salons, small shops, ateliers, as well as workshops for repairing household appliances and footwear.
Currently, for a residential premise to be used for commercial purposes, its official transfer to non-residential fund is required, which entails obtaining numerous approvals and permits.
Due to the existing situation, it was proposed to permit entrepreneurial activity in these apartments without changing their legal status. It is planned that such activities will be carried out on a notification basis.
Responsible state bodies have been tasked with developing a list of types of trade and services that can be conducted in such premises within one month, as well as defining corresponding safety requirements.
Furthermore, the meeting set the task of identifying all unused and vacant buildings, as well as land plots in each region. These objects should be integrated with new entrepreneurial initiatives to expand the scope of services and production.
Special attention will be paid to placing businesses on busy streets of districts and mahallas, based on approved master plans. In historical cities and tourist mahallas, work on street landscaping in the old city style is assigned, as well as increasing the number of guest, trade, and service facilities.
