Salaries for UP workers to be increased from October: benefit up to 12 thousand rupees

Workers at Aangavani centers, including staff and assistants, will receive a salary increase within the UP cadre. Following the announcement by Minister Yogi Adityanath, an official resolution regarding the increase in their remuneration was issued. The government has increased the allowance for Aangavani staff and assistants.

Under the new system, Aangavani workers will now receive a total of 12,000 rupees per month, and assistants will receive 6,000 rupees per month. It is important to note that this increase will be effective from September 2026, but the payment will be made in October 2026. This means that the increased allowance for September will be included in the October payment.

On Tuesday, Additional Chief Secretary for Women and Child Development, Lina Johari, issued the relevant resolution. Thus, the path to increasing the allowance for thousands of workers and assistants who have long been responsible in Aangavani centers has become clear. The main change in the new system occurred regarding the state's share (rajyansh). The share for Aangavani workers was additionally increased by 4,000 rupees per month, and the share for Aangavani assistants by 2,000 rupees per month. After this increase, the total monthly allowance for workers will increase from 8,000 to 12,000 rupees. Similarly, assistants will now receive a total of 6,000 rupees per month instead of the previous 4,000 rupees. Therefore, Aangavani workers will receive an additional 4,000 rupees monthly, and assistants will receive 2,000 rupees more.

Simply put, currently, Aangavani workers receive a total of 8,000 rupees per month, which includes allowances from the central government, incentive payments, and additional state government allowance. Now, 4,000 rupees will be added to this amount as rajyansh, leading to a total allowance of 12,000 rupees per month. As for Aangavani assistants, they currently receive 4,000 rupees per month. After the additional increase in rajyansh by 2,000 rupees, the total allowance will be 6,000 rupees per month.

The most important aspect of the decision to increase the allowance is the effective date. According to the resolution, the increased allowance will take effect from September 2026. However, its payment will be made in October 2026. Thus, Aangavani workers and assistants are eagerly awaiting the payments in October, as the government has decided to introduce new rates from September, but the payment process will begin in October.

The primary reason cited by the government for increasing the allowance is the growing responsibility of Aangavani workers and assistants. Aangavani centers are no longer limited to just childcare; these centers are involved in numerous duties, including child nutrition and early childhood care and education (ECCE). Furthermore, the role of Aangavani workers is constantly growing in connection with nutrition services, the increasing use of digital tools, and the integration of various departmental programs. The government believes that changes in the allowance should keep pace with the times as responsibilities grow. This is why the decision was made to additionally increase the rajyansh.

In recent years, the use of digital tools in the Aangavani system has significantly increased. Workers' tasks now include registering beneficiary information, monitoring nutrition services, and updating information related to various government programs on digital platforms. In addition, Aangavani centers play an important role in services related to children, pregnant women, and nursing mothers. Therefore, this allowance increase by the government is viewed as financial support for employees who have long been delivering government programs to people on the ground.

Following the issuance of the resolution, the responsibility for completing further procedures will fall to the concerned department. Additional Secretary Lina Johari instructed the Director of the Department of Child Development and Nutrition, Harshit Mathur, to ensure necessary actions are taken in accordance with the government resolution. Thanks to this government decision, the allowance for Aangavani workers and assistants has directly increased: an additional monthly allowance of 4,000 rupees has been set for workers, and 2,000 rupees for assistants. This increase, effective from September, will be paid in October, making the upcoming month special for Aangavani workers and assistants in the cadre.

The Trump administration has intensified measures against alleged visa fraud in the United States. As part of this campaign, the American government has suspended the submission of Cognizant's applications for PERM (Permanent Employment).

PERM is a critical first step in the permanent residency (green card) process, as it allows American companies to sponsor foreign employees for long-term work in the US.

This was reported by Anthony Di Esposito, an inspector for the Secretary of Labor of the U.S. Department of Labor, on Tuesday. He specified that after an investigation, Cognizant's and Cloudera's applications regarding permanent employment were halted. This investigation was conducted jointly with the White House Fraud Enforcement Team and other officials.

Di Esposito stated on social media that the interests of American workers will not be compromised under any circumstances, and that the fight against visa fraud will continue.

PERM stands for Program Electronic Review Management. Through this program, companies request permission to sponsor foreign workers for permanent employment. The company must prove that no suitable American candidate was found for the position.

Furthermore, the company is obligated to demonstrate that hiring a foreign employee will not negatively affect the salary or working conditions of American workers. Only after PERM approval does the further process of obtaining permanent residency begin for the foreign worker.

The Trump administration began a large-scale investigation in July regarding alleged fraud in the H-1B and PERM visa programs. The U.S. government claims that these programs may be misused to replace American workers with foreign specialists.

During this investigation, Cognizant's PERM applications were suspended. U.S. Department of Labor employees indicated that they are closely monitoring facts and financial transactions that may emerge during the review.

It should be noted that Cognizant was founded in Chennai in 1994, and its headquarters are located in New Jersey, USA. The company collaborates with a large number of employees from India and other countries.

According to U.S. Citizenship and Immigration Services data, as of June 30, Cognizant had received approval for 3510 H-1B visas, whereas this figure was 9413 in 2020. H-1B visas allow American companies to attract foreign specialists to perform highly skilled work in the US.

The suspension of PERM applications may affect positions where the process of long-term stay for foreign employees in the US is underway. However, the final consequences of the current measures will only become clear after the investigation is completed. Currently, the U.S. government maintains a strict stance against violations of visa rules and alleged fraud.
