According to a message from the Chamber of Commerce and Industry of Uzbekistan, over 315,000 entrepreneurs in Uzbekistan will be able to use the 'Second Chance' economic amnesty mechanism to write off accumulated tax fines, provided they fully repay their tax debts by the end of 2026.
This measure is regulated by Presidential Decree No. UP-175 and applies to small and medium-sized enterprises that fully settle tax debts outstanding as of September 1, 2026, by December 31. If this condition is met, accrued fines will be written off, and enforcement proceedings against these entrepreneurs will cease.
According to the Chamber of Commerce and Industry, tax debts of 315,200 entrepreneurs currently amount to a total of 9.5 trillion sums, with accumulated fines reaching 1.5 trillion sums.
The decree also provides for additional support measures. Entrepreneurs who independently correct errors in their tax reporting and pay any additionally assessed taxes by the end of the current year will not be subject to fines.
Furthermore, the write-off of certain penalty debts accumulated between 2019 and 2025 is planned, totaling 1.6 trillion sums. A separate initiative provides for the write-off of turnover tax fines amounting to 39.8 billion sums.
To qualify for the write-off of fines under the 'Second Chance' mechanism, an entrepreneur must fully repay their tax debt by December 31, 2026.
