Uzbekistan launches pilot project to use HUMO stablecoin for payments

The National Agency for Advanced Projects (NAPP) announced that Uzbekistan has launched a pilot project aimed at using the HUMO stablecoin as a means of payment.

This project is being implemented by NAPP in collaboration with the Central Bank of Uzbekistan under a special regulatory regime that governs the circulation of stablecoins. HUMO Digital LLC received approval from the Central Bank and was registered as a participant in this special regime on September 2, 2026, according to the NAPP registry.

During the experiment, mechanisms for the issuance, circulation, and redemption of the HUMO stablecoin will be tested, whose value will be set at a ratio of one HUMO to one sum.

Asterium JSC, which holds licenses for crypto custody, crypto exchange, and crypto shop operations, is participating in the project. Banks and other commercial entities are also expected to take part in the pilot.

A key aspect of this trial will be the issuance of the HUMO stablecoin, backed by government securities. The special regulatory regime will also allow testing the possibility of using the token to make and receive payments for goods, works, and services within Uzbekistan.

According to NAPP, more than twenty enterprises are ready to join the pilot project as sellers. Participants plan to integrate banking, processing, and blockchain infrastructure for settlements, allowing them to test payment mechanisms using the HUMO stablecoin.

The planned duration of the pilot project is up to three years. It will be conducted under the joint supervision of NAPP and the Central Bank.

The main objective of the experiment is to assess the potential of stablecoins as an innovative instrument for settlements. This mechanism is expected to accelerate business operations, increase transaction transparency, and provide an additional level of security for transactions.

At the same time, regulators intend to pay close attention to identifying potential risks associated with the use of stablecoins and developing measures to minimize them.

The pilot project is carried out in accordance with Presidential Decree No. PP-359 dated November 27, 2025, 'On Measures for the Further Development of the Financial Services Sector in Uzbekistan.' The results of the project are expected to contribute to the introduction of advanced technologies into the country's financial sector.

Previously, the regulatory framework for the special regime was further improved through a joint decision by NAPP and the Central Bank. These amendments were aimed at improving the mechanisms for backing stablecoin issuance and increasing the reliability of such instruments.

Uzbekistan plans to launch a new initiative for financing startups and stimulating private investment, set to begin in 2027. This program was approved following the signing of a decree that followed the sixth open dialogue between President Shavkat Mirziyoyev and entrepreneurs.

The program, titled 'Entrepreneur of the Future,' will operate from 2027 to 2030. Under this initiative, the National Venture Fund UzVC will conduct a competitive selection of up to 30 startups across eight priority sectors.

Each selected project can receive up to 5 billion sums in investments over three years. Funding will be provided as interest-free loans without collateral or through Simple Agreement for Future Equity (SAFE).

The state's stake in the startup must not exceed 49 percent, while founders retain the option to buy back the state share at market value in the future.

Program Details and Support

In the initial implementation phase in 2027, the state budget plans to allocate 150 billion sums to this program. Support will extend to startups operating in fields such as electrical engineering, mechanical engineering and equipment manufacturing, pharmaceuticals, chemical industry, building materials, water and energy-saving technologies, agriculture and agrotech, as well as aerospace technologies.

A special legal regime, the 'regulatory sandbox,' will be created for participants. Furthermore, relevant state bodies and industry organizations will assist startups in concluding contracts with enterprises for pilot testing and order placement.

Attracting Private Capital

Special measures have been introduced to attract private capital into the startup ecosystem. Individuals who invest in a startup registered on the unified electronic platform Startup Base, including investments via SAFE or convertible loans, can receive the status of a 'Business Angel' investor. Provided the investor retains their stake in the startup for at least three years, the income derived from subsequent sale will be exempt from personal income tax.

These new mechanisms aim to expand access to financing for technology projects, increase the participation of private investors, and accelerate the commercialization of startups. This program is part of the ongoing development of Uzbekistan's startup ecosystem, which includes IT Park Uzbekistan, supporting technological projects, developing the venture market, and creating infrastructure for interaction between startups and investors. The decree regulating this activity came into force on August 28, 2026.
