Farhod Ibragimov has been appointed Chairman of the Council of the International Center for Digital Technologies, which operates under the brand Enterprise Uzbekistan. The composition of the council was approved on September 2, 2026, according to disclosure information on the Unified Corporate Information Portal.
The new council composition includes Amir Mardiev, the former head, who has been appointed Deputy Chairman of the Council responsible for the special legal regime. Elyor Maksudov has also joined the council as deputy chairman for participant relations, Bahodir Ayupov as deputy chairman for international business development, and Sardorjon Akhmedov as deputy chairman for operational management.
Prior to his appointment, Ibragimov held the position of Chairman of the Supervisory Board of IT Park Uzbekistan since February 2025, where he oversaw the development of the strategic ecosystem and the creation of Enterprise Uzbekistan. Previously, he headed the technology park, originally named Mirzo Ulugbek Innovation Center, starting in November 2017.
The legal basis for Enterprise Uzbekistan was established on August 20, 2026, following the signing of a constitutional law by the President of Uzbekistan on the establishment of the center. Preparation began after a decree in November 2025, which provided for the creation of the center in IT Park in Tashkent. The concept, approved by the President, defines a special legal regime valid until 2100, integrating principles of English law and a regulatory sandbox. After initial rejection by the Senate in June, the legislation was revised and adopted on August 8, 2026.
This project is one of two special jurisdictions in the country, alongside the Tashkent International Financial Centre for Banking and Finance. Both centers are planned to launch in 2027 and are projected to attract between $20 and $25 billion in investments.
Enterprise Uzbekistan will operate under the auspices of a special council chaired by the President of Uzbekistan. Members of this council include Prime Minister Abdullah Aripov, Deputy Prime Minister and Minister of Economy and Finance Jamshid Kuchkarov, Minister of Digital Technologies Sherzod Shermatov, Minister of Justice Akbar Tashkulov, Head of the Central Bank Timur Ishmetov, Director of the National Agency for Advanced Projects Dmitry Li, and Bobur Khojaev, Head of the Presidential Administration Department for Financial Technologies, Digitalization, and Artificial Intelligence.
