A proposal has been put forward in Uzbekistan to introduce mandatory state registration for medical and pharmaceutical workers, which is set to come into effect in 2030. According to this plan, specialists who do not undergo the registration procedure will lose the right to practice medical or pharmaceutical activities.
This information became known after the presentation of proposals to Shavkat Mirziyoyev aimed at improving the system of training personnel in the field of medicine and pharmacy. As part of the reform, a unified electronic register will be created, covering all workers in these fields and integrated with sixteen different information databases.
Before undergoing registration, specialists will have to pass an independent knowledge assessment. This evaluation will be conducted in stages: first, knowledge in fundamental and clinical disciplines is checked, and then knowledge in a specific specialty. Those who fail the exam will be given the opportunity to retake it.
It is proposed that starting from 2027, registration will be voluntary. For those who decide to join the system in advance and successfully pass the exams, financial incentives are provided: doctors and pharmacists with higher education can receive a supplement up to five times the minimum wage, and workers in middle medical and pharmaceutical levels—up to 2.5 times.
Furthermore, starting from the 2027/2028 academic year, the 'General Medicine' six-year bachelor's program is planned to replace the 'Medical Practice' direction. After completing five years of study, students will undergo a one-year practical internship, after which graduates will be able to work as family doctors.
Previously, the Ministry of Health clarified which types of treatment patients are entitled to receive free of charge when referred by the state. The department emphasized that patients should not incur costs for services, medicinal products, medical devices, and consumables included in the approved clinical protocol.
