The maximum financing limit offered by BNDES Move Motoristas has been raised from R$ 150 thousand to R$ 200 thousand, referencing the vehicle's invoice value. This change took effect last Tuesday (the 1st) and was formalized through a joint ordinance from the Ministries of Development, Industry, Commerce and Services, and Finance, published in an extra edition of the Official Gazette of the Union on August 19th.
In addition to the ceiling increase, the payment period was extended from 72 to 84 months, already including a grace period of up to six months. Interest rates remain unchanged: they are up to 11.5% per year for women and up to 12.6% per year for other drivers and cooperatives, with these values already including BNDES remuneration and the financial agents' spread.
It is important to note that BNDES has the capacity to finance up to 100% of eligible items; however, the actual percentage released is determined by the financial institution that transfers the funds to the end consumer. Thus, the new limit expands the range of vehicles that can be considered but does not alter the credit granted individually to each driver.
According to 2025 registration data provided by Fenabrave, the proportion of automobile sales that falls solely under the price criterion will jump from approximately 63% to 88% of the market. The bank itself emphasizes that this data does not represent a projection of operations nor waive compliance with the program's other requirements.
The ordinance also modified the rules applicable to electrified vehicles. Maria Fernanda Coelho, Director of Digital Credit for SMEs at BNDES, explained that the eligibility criteria for hybrids have been revised, now covering all models that combine an electric motor with a combustion engine fueled by ethanol, gasoline, or both. A survey based on the 2026 Brazilian Vehicle Labeling Program indicates that the energy consumption of these models is about 24% lower compared to their equivalent conventional versions, although this varies depending on the model, engine, and specific version.
The practical effects of this change were observed quickly. With the increased upper limit, the program began to include SUVs, pickup trucks, and electrified vehicles that were previously excluded. In response, several manufacturers adjusted their offerings: BYD registered sales of King, Song Pro, Song Pro Flex, and Atto 2; Renault increased the availability of the Boreal; GM requested the inclusion of the Captiva EV, valued at R$ 199,990; and Honda requested the turbo versions of the HR-V.
It should be noted that taxi drivers and ride-share drivers do not enjoy the same benefits. While the taxi driver receives, in addition to subsidized credit, exemption from IPI and ICMS upon acquisition, the platform driver only benefits from the reduced rate. This difference results in variations of tens of thousands of reais in the final cost of the same vehicle, depending on the type of driver.
Since the beginning of the financing line, BNDES has already approved R$ 2.2 billion in credits aimed at modernizing the fleet of these two categories. To apply for the loan, the driver or cooperative must register on the Move Brasil platform and, after being approved following the verification of requirements, seek out an accredited dealership or financial institution.
