Owners of motorcycles or scooters with white license plates may have the opportunity to earn money, but currently, this is only available to residents of certain states. Union Minister Nitin Gadkari stated that if all states grant the necessary permissions, it could benefit many people by allowing owners of such vehicles to generate income from their equipment.
During an event named 'Safety,' Nitin Gadkari drew the attention of owners of private two-wheeled vehicles, such as scooters and motorcycles, to the necessity of using them as taxis. He noted that four years ago, he had permitted owners of two-wheeled and four-wheeled vehicles to use their vehicles as taxis, which has already provided employment to 40 million people. Nevertheless, this practice has not yet been implemented in several states.
In this regard, Gadkari urged all states to adopt similar measures to ensure public employment. The reason for this appeal is that transport issues fall under the purview of the states. The center cannot completely change the state transport system because legislative powers between the center and the states are divided in the Seventh Amendment of the Indian Constitution. These powers are distributed among the Union List, State List, and Concurrent List.
The Concurrent List includes topics on which both the center and the state can enact laws. Vehicles do not belong to the State List but to the Concurrent List, which is called Samvarti Suchi in Hindi. This list contains matters on which both the central government and the state government can legislate. Thus, the right to make decisions on such matters belongs not only to the center or only to the state. The legislation on vehicles in India is a central act passed in 1988. However, states play an important role in implementing the provisions of this law and managing the transport system within their territory.
