Foreigners Require Special Permit to Enter Four Beautiful States in India

Although visas and permits are usually required for travel between countries, an Indian passport does not guarantee unrestricted travel throughout the country. In addition to international travel, there are beautiful states within India itself where even Indian citizens require a special permit to visit. Therefore, travelers should know which regions of India require obtaining the appropriate permit before traveling to avoid issues on the road and save time.

If you plan to visit one of the four Northeastern Indian states—Arunachal Pradesh, Nagaland, Mizoram, or Manipur—you will need an Inner Line Permit (ILP).

The ILP is an official document issued by the state government. It grants Indian citizens arriving from other states permission to enter and stay in that region for a specified period. It is important to note that this is not a visa nor a ban on tourism, but merely an administrative procedure. Currently, the option to apply online is available in many states.

The roots of the ILP system trace back to the British period. In 1873, the British introduced the Bengal Eastern Frontier Regulations, creating an internal line. The main purpose of this regulation was to prevent conflicts between residents of the plains and tribal communities during tea and timber trade. After gaining independence, this legislation was retained, although its purpose changed. Today, the main task of the ILP is to protect the culture, traditions, land rights, and demographics of the local tribes of Northeast India.

In Arunachal Pradesh, there is an electronic permit system (eILP) for foreign tourists; the cost ranges from 300 to 500 rupees for a stay of up to 14 days. In Nagaland, domestic tourists can apply for a 30-day permit online for a fee of 200 rupees, and entry points such as Dimapur are also equipped with counters. In Mizoram, tourists are usually granted a temporary permit for 15 days, which can be extended by another 15 days. Manipur became the fourth state to join this system in December 2019; here, a temporary permit for 30 days costs only 100 rupees.

When applying, you must provide a government-issued identification document, a recent passport-sized photograph, travel details, and, if necessary, the contact information of a local representative.

Suhas and Priyanka, who shared their views in a video interview, gave direct advice to those planning to travel: 'Do not come to America.' Suhas explained that when they moved, finding a good job and achieving a better standard of living in India was extremely difficult. At that time, the USA seemed like a more attractive alternative, and the path to employment after studying there appeared simpler.

Nevertheless, Suhas believes that circumstances have changed. In his opinion, today young people in India have numerous opportunities for quality education, employment, and career building. He emphasized that many tasks that previously required moving abroad can now be accomplished while remaining in India.

Suhas also stressed that moving to another country is not just about increasing salary. He pointed out that a high price must be paid by giving up family, friends, and one's homeland. It seemed to him that it is not easy to find one's place among strangers in a new country; for many, it is difficult to make new friends, adapt to a different culture, and feel part of that society. Suhas admitted that despite years of living in the US, he still does not feel completely accepted.

One of the most significant drawbacks, according to the couple, is the distance from family. Parents, relatives, and old friends remain in India, while the person living abroad immerses themselves in their life and work. Suhas speculated that if he were making the decision to move now, while in India, he might have acted differently. However, he clarified that he cannot suddenly return to India because he has built his life here over the years, and returning would require significant effort and financial investment to start anew.

Suhas highlighted immigration-related problems faced by Indians in America. He reported that the journey from getting a job to obtaining a green card for Indians is never simple, and many have to wait a long time. Furthermore, visa status can affect the ability to work. Concerns also persist regarding the career status of the spouse and the immigration status of children. Therefore, he urged young people not to base their decision to move solely on salary size. Aspects such as visa regime, job stability, distance from family, children's future, and the need for long-term sustainability must be considered.

Following this couple's statement on social media, a discussion began. Some users supported their viewpoint, arguing that it is better to work near family in one's home country. Others opposed, insisting that if a good opportunity for study or work arises in the USA or another country, it should definitely be taken advantage of.

Ultimately, the answer to whether leaving is right is individual. For some, moving abroad may be the best choice for education and career, while others may be happier staying close to family and their country.
