Uzbekistan and Hong Kong to Expand Cooperation in Investment and Finance

The Ministry of Investment, Industry and Trade of Uzbekistan announced plans to expand investment interaction and deepen ties between Uzbekistan and Hong Kong in the financial and legal sectors.

As part of this cooperation, Deputy Minister of Investment, Industry and Trade of Uzbekistan Ilzat Kasymov held a meeting with a delegation from Hong Kong led by Paul Lam, Secretary for Justice of the Hong Kong Special Administrative Region.

The main focus of the meeting was on the development of the Tashkent International Financial Centre. Uzbekistan is considering utilizing Hong Kong's experience and expertise in creating international financial infrastructure.

The parties also discussed attracting leading financial, investment, and legal companies from Hong Kong to work on the development of this financial center.

An important part of the negotiations was the preparation of a Bilateral Investment Treaty (BIT), which will aim to facilitate and protect investments, as well as the development of a number of other agreements in the field of investment and finance.

It is expected that the implementation of these agreements will provide additional guarantees for investors, create more favorable conditions for doing business, and increase mutual investments between Uzbekistan and Hong Kong.

The Tashkent International Financial Centre is being established in Uzbekistan under a special legal regime. Its goals include attracting both domestic and foreign investments, developing capital and financial services markets, and integrating the national financial market with global capital markets.

One of the central issues was the participation of Hong Kong banks in financing the construction of the Tashkent–Samarkand toll highway. Ho noted that this project is a priority for Hong Kong within its overall portfolio of projects.

Furthermore, the parties discussed the prospects of signing an intergovernmental agreement on air services between Uzbekistan and Hong Kong, focusing on the possibility of establishing regular direct flights. At the conclusion of the talks, both sides reaffirmed their commitment to expanding cooperation and agreed to continue practical work on potential transport and infrastructure projects.

Representatives from Uzbekistan and Hong Kong held a meeting in Tashkent on August 27, 2026, dedicated to strengthening bilateral cooperation in the fields of trade, economy, investment, as well as joint work in legal services and international arbitration. This was reported by the Chamber of Commerce and Industry of Uzbekistan.

The negotiations took place at the Chamber of Commerce and Industry of Uzbekistan with the participation of a delegation from Hong Kong led by Secretary for Justice Paul Lam. The meeting gathered representatives from the Chamber of Commerce and Industry of Uzbekistan, the Ministry of Justice, the Tashkent International Arbitration Center (TIAC), and local law firms, as well as delegates from the General Chamber of Commerce of Hong Kong, the World Federation of Business Associations of Hong Kong, and international legal and financial companies.

Key Areas of Cooperation

The central topic of discussion was establishing direct business contacts between the two regions, increasing investment interaction, and studying opportunities for practical cooperation in the field of commercial legal support. Special attention was paid to dispute resolution mechanisms and international arbitration.

Diana Baizakova, Director of the Tashkent International Arbitration Center, noted that TIAC has been developing cooperation with the Hong Kong International Arbitration Centre (HKIAC) since 2023. As part of this partnership, both arbitration centers have developed trans-institutional arbitration rules that have gained international recognition, and their application demonstrates the need for such mechanisms to settle commercial disputes.

Delegates also discussed strengthening professional ties between Hong Kong law firms and Uzbek legal practice, focusing on providing legal assistance to investment projects, establishing joint ventures, and corporate services for entrepreneurs.

Additional areas of potential interaction were included in the agenda, including financial and banking services, investment management, financial technology, digital economy, legal consulting, and international arbitration. At the conclusion of the meeting, representatives from Uzbekistan and Hong Kong reaffirmed their commitment to expanding practical participation, developing new joint initiatives, and strengthening economic ties.

Uzbekistan and Eximbank of China plan to expand investment cooperation

The Deputy Minister of Investments, Industry, and Trade of Uzbekistan, Ilzat Kasimov, met with Wang Kang, Vice President of the Export-Import Bank of China (Eximbank of China), in Tashkent on August 25, 2026. The purpose of the meeting was to discuss expanding financial cooperation and implementing joint investment projects.

The total portfolio of joint projects between Uzbekistan and Eximbank of China currently exceeds 5.7 billion US dollars. A telecommunications project worth 500 million dollars, supported by the bank, is currently in the active implementation phase.

Projects Under Discussion

During the negotiations, seven potential projects totaling 1.05 billion dollars were discussed. These initiatives cover key development sectors such as hydropower, water infrastructure, agriculture, and transport.

Among the priority infrastructure projects reviewed at the meeting was the construction of the Pungan–Namangan highway. Following the talks, both sides reaffirmed their determination to accelerate the implementation of priority initiatives and increase the overall volume of the joint investment portfolio.
