Uzbekistan plans to conduct an enterprise census between October 15 and November 30, 2026. The goal of this census is to account for active economic units, determine their actual status and industry classification, and update statistical registers of enterprises and organizations.
These plans were presented to President Shavkat Mirziyoyev as part of proposals to accelerate reforms in the national statistical system.
The census is being organized to improve coverage of economic activity, considering the significant share of the untracked economy. According to the data presented, this segment accounts for 23% of Uzbekistan's economy, equivalent to 246 trillion soms.
Agriculture holds the largest share of untracked economic activity, constituting 60% of the total turnover in this sector.
Furthermore, there are ongoing issues with recording household incomes. Of the country's 15.2 million employed citizens, the income of 6.5 million people, or 42%, is not fully reflected in official statistics.
Simultaneously, a large number of registered small and medium-sized enterprises are either not actually operating or have completely ceased their activities. This makes it difficult to obtain an accurate picture of the state of the economy and necessitates updating relevant statistical registers.
It is estimated that one out of every four to five soms of economic turnover currently remains outside official statistics. Including this activity in the statistical system is expected to bring additional budget revenues amounting to tens of trillions of soms, which could subsequently create conditions for reducing the overall tax burden.
During the census, active economic units across the country will be inventoried, their actual status, composition, and distribution by industry will be determined. The collected information will be used to update the statistical registers of enterprises and organizations.
Following the presentation, President Shavkat Mirziyoyev instructed officials to ensure the proper organization of the upcoming enterprise census.
