According to the decree published today in the Official Gazette, the maximum amount of financial compensation due to concessionaires for unrecovered income resulting from the application of discounts is set at 529,082,025 escudos (4.8 million euros) for the period from September to December 2026.
The state will cover this compensation using funds provided in the Corrective State Budget for 2026, which are intended to mitigate the effects of electricity tariff increases, within available resources.
From September 1st to December 31st, recipients of social electricity tariffs will continue not to pay the tariff increase, benefiting from a 100% discount. For other consumers, a discount of 70% of the tariff increase will be applied.
These discounts apply to consumers of two public electricity supply concessionaire companies: Cabo Verde Electricity Distribution Company (EDEC) and Boa Vista Water and Energy (AEB).
The Multisectoral Economic Regulatory Agency (ARME) will monitor the application of these discounts and monthly verify the amounts that the companies cease to receive, reporting the results to the Government.
The specified discounts and the maximum compensation amount may be modified or suspended by decision of the Government, based on the development of the energy, economic, and budgetary situation.
