National Medical Commission opens application for Eligibility Certificate for FMGE participants starting September 1st

The National Medical Commission (NMC) has announced the opening of its online portal for submitting applications for the Eligibility Certificate (EC) for candidates taking the FMGE (Foreign Medical Graduate Examination).

Applications will be accepted from September 1st at 10 AM until September 30th at 6 PM. This will provide an opportunity for candidates who have not yet received this certificate to submit their documents.

The enactment of Law No. 15.153/2025 established the general rules for implementing the CNH Social program nationwide. The purpose of this initiative is to foster social inclusion, expand urban mobility, and create job opportunities in areas such as logistics, passenger transport, app deliveries, and rural services.

Program Information

However, the entry into force of the new rule has generated much confusion and fake news on the internet. It is important to clarify that, contrary to rumors circulating on social media, merely registering in CadÚnico does not automatically and immediately guarantee the right to a free driver's license.

Law 15.153/2025 creates a national framework for a program that was already operating in isolation in certain federative units. With its sanction, the free service gains federal backing, but the operationalization of the program remains decentralized.

This implies that each state and the Federal District is responsible for publishing its own notices, defining budgets, organizing the offering of spots, and determining the service schedule through their respective Detrans.

Requirements and Benefits

To participate in the program, the candidate must meet certain fundamental requirements. It is crucial that the data update in CadÚnico is done in person at the Center for Social Assistance Reference (CRAS) of the interested party's municipality of residence.

CNH Social guarantees total exemption (100%) of all expenses involved in obtaining the document. This benefit covers both the first license (in categories A and B) and the alteration or addition of categories (C, D, and E).

Even with the law in effect, practical application depends on detailed government regulation and the launch of local selection processes. Since the number of spots will be limited by the budget of each federative unit, there will be a selection process.

Most state programs use priority criteria to choose beneficiaries. Furthermore, the new national legislation does not annul or replace existing CNH Social projects. States that already had their own laws and notices, such as Pernambuco, Ceará, Espírito Santo, Goiás, and the Federal District, continue conducting their selections normally.

To avoid fraud or missing deadlines, citizens must follow the appropriate guidelines.
